Commune and ward chairmen criticized for not being resolute in fighting IUU fishing

(Dan Tri) - The Chairman of the People's Committee of Dak Lak province severely criticized the leaders of 4 communes and wards of the province for having a high rate of unlicensed fishing vessels and for being slow in handling illegal fishing activities according to IUU regulations.

On October 26th, a source confirmed that Mr. Ta Anh Tuan, Chairman of the People's Committee of Dak Lak province, had issued a document strengthening the direction and decisively implementing urgent tasks to combat IUU (illegal, unreported, and unregulated) fishing, strictly enforcing the conclusions of the Prime Minister.

Dak Lak province has a high percentage of unlicensed fishing vessels, with 670 out of 2,798 vessels (23.95%). These vessels are concentrated in several localities, including Hoa Hiep ward (223 vessels), Xuan Dai ward (159 vessels), Hoa Xuan commune (31 vessels), Tuy Hoa ward (21 vessels), and Phu Yen ward (45 vessels)...

According to the People's Committee of Dak Lak province, although a reduction in the number of unlicensed vessels has been recorded, Hoa Hiep ward, Hoa Xuan commune, and Xuan Dai commune still have a high percentage of unlicensed vessels, indicating a lack of decisive leadership and management, and a failure to create significant changes. Therefore, all three localities were severely criticized by the Dak Lak provincial leadership on October 15th.

The People's Committee of Dak Lak province noted that in the past week, Phu Yen ward was the only locality to record an increase in the number of unlicensed fishing vessels (an increase of 1 vessel), reflecting lax inspection and supervision of the fishing fleet and signs of lax management. The Chairman of the People's Committee of Phu Yen ward was severely criticized by the Chairman of the People's Committee of Dak Lak province.

Dak Lak province has requested the leaders of Phu Yen ward to report on the reasons for the increase in unlicensed vessels and to commit to resolving the issue of fishing vessels that do not meet operating requirements before October 30th.

The Chairman of the People's Committee of Dak Lak province requested all coastal communes and wards in the province to mobilize the entire political system at the grassroots level to closely monitor the situation, supervise, and promptly prevent cases of fishing vessels showing signs of violating foreign waters.

Leaders of communes and wards are required to directly supervise and organize a comprehensive review of the fishing fleet in their areas, going "door to door," to guide and support fishermen in completing all necessary documents and procedures for registration, inspection, and licensing according to regulations. The goal is to ensure that 100% of eligible fishing vessels are licensed, to be completed before October 30th.

At the same time, the leaders of Dak Lak province requested that localities seal 100% of vessels that do not meet operating requirements, absolutely prohibit the keeping of fishing gear and equipment on board, and prevent the illegal deployment of vessels to sea.

The Chairpersons of the People's Committees of coastal communes and wards are directly responsible for the results of combating IUU fishing in their localities. In cases where serious violations continue to occur, the leaders of Dak Lak province will consider holding the heads of these localities accountable without going through the initial reprimand or review process.

The Chairman of the People's Committee of Dak Lak province has instructed the Department of Internal Affairs to coordinate with the Department of Agriculture and Environment to fully review the files, documents, and self-criticism reports, including the forms of self-admission of disciplinary action, of the Chairmen of the People's Committees of communes and wards, in order to objectively and comprehensively assess the extent of violations and individual responsibilities.

Based on that, the Department of Internal Affairs advised the Provincial People's Committee to organize a meeting to review responsibilities and propose disciplinary measures for cases of violations, ensuring compliance with legal regulations on disciplining officials and civil servants.

Prime Minister Pham Minh Chinh has chaired numerous meetings of the National Steering Committee on combating illegal, unreported, and unregulated fishing.

The Prime Minister has directed a decisive effort to lift the IUU "yellow card" warning issued by the European Commission (EC) to Vietnamese fisheries in 2025, setting a target of ending illegal fishing activities by November 15th, as this concerns the honor of the country and the interests of its people.
