Opening of the First Congress of Party Delegates of Central Party Agencies

With the motto "Solidarity-Democracy-Discipline-Exemplary-Breakthrough-Development", the Congress comprehensively assessed the implementation results of the Resolution for the 2020-2025 term and determined the direction for the 2025-2030 term.

On the morning of September 24, at the Ho Chi Minh National Academy of Politics (Hanoi), the 1st Congress of Party Committees of Central Party Agencies, term 2025-2030, solemnly opened, with the participation of 293 official delegates representing more than 8,700 party members of 14 Party Committees under the Party Committees of Central Party Agencies.

Attending the Congress were: Nong Duc Manh, former General Secretary; Pham Minh Chinh , Politburo member, Secretary of the Government Party Committee, Prime Minister; Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies; Tran Quoc Vuong, former Politburo member, former Standing member of the Secretariat.

The Congress was honored to receive flower baskets from: the Party Central Committee, the Government Party Committee, the National Assembly Party Committee, the Central Military Commission and the Hanoi Party Committee.

Delivering the opening speech of the Congress, Mr. Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committee of the Central Party agencies, emphasized that the first Congress of Delegates, term 2025-2030, is an event of special political significance for Party committees, Party organizations, cadres, Party members, civil servants, public employees, and workers of the Party Committee.

On behalf of the Congress Presidium, Mr. Tran Cam Tu respectfully thanked and warmly welcomed General Secretary To Lam for his special attention in attending and directing the Congress; warmly welcomed and respectfully thanked the leaders, former leaders of the Party and State, delegates and distinguished guests attending the Congress.

Mr. Tran Cam Tu emphasized that in this solemn moment, with infinite love and gratitude, we respectfully commemorate the great President Ho Chi Minh, the genius leader, national liberation hero, world cultural celebrity, founder, leader and trainer of our Party, whose great ideology will forever be the compass, the torch illuminating the revolutionary cause of our Party and our nation; we would like to express our gratitude to the revolutionary predecessors, heroic martyrs, wounded and sick soldiers, and people with meritorious services to the revolution who contributed their sweat and blood to the cause of fighting, national liberation, building and defending the socialist Vietnamese Fatherland; We would like to express our deep gratitude for the close leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and General Secretary To Lam, and the close and effective coordination of central committees, ministries, branches, provincial and municipal Party Committees directly under the Central Committee so that the Party Committees and Central Party agencies have successfully completed their tasks in the recent past.

Implementing Directive No. 45-CT/TW of the Politburo, regulations and instructions of the Central Committee, the Standing Committees of Party Committees of Central Party agencies and Party committees at all levels have led, directed and successfully organized the implementation of Party Congresses at all levels in accordance with the Central Committee's plan. The Congresses of Party Committees of Central Party agencies for the 2025-2030 term have the following tasks: comprehensively and deeply assessing the results of the implementation of the Resolution of the Congress for the 2020-2025 term, setting out directions and tasks for the 2025-2030 term; reviewing the leadership of the Executive Committee for the 2020-2025 term; discussing and giving opinions on the draft documents of the 14th National Congress of the Party and implementing the Politburo's decision on personnel work.

With the motto of the Congress being "Solidarity-Democracy-Discipline-Exemplary-Breakthrough-Development," Mr. Tran Cam Tu respectfully requested the delegates attending the Congress to uphold their responsibility, promote democracy, promote their intelligence and contribute many valid opinions to the draft documents of the Party Committee and the draft political report to be submitted to the 14th National Congress of the Party; at the same time, he expressed his deep confidence that, with the role of strategic advisor to the Party Central Committee, the Politburo, the Secretariat, the Party Committee will lead cadres, party members, civil servants, public employees and workers to promote the spirit of solidarity, loyalty, dedication, creativity and excellently complete the assigned tasks, join hands with the whole country to realize the aspiration to build a developed, prosperous, civilized and happy country.

In that spirit, on behalf of the Congress Presidium, Mr. Tran Cam Tu solemnly declared the opening of the first Congress of Party Committees of Central Party agencies, term 2025-2030.

Innovation, improving forecasting and strategic consulting work

The 1st Congress of Party Delegates of Central Party Agencies took place at a time when the country entered a new era of development - the era of national growth.

With the motto "Solidarity-Democracy-Discipline-Exemplary-Breakthrough-Development", the Congress is tasked with comprehensively assessing the implementation results of the Resolution for the 2020-2025 term, and determining the directions, goals, tasks and solutions for the 2025-2030 term.

During the past term, the Party Committee and Party Committees at all levels have thoroughly grasped the Party's guidelines and policies, the Resolution of the 13th National Congress, the resolutions and conclusions of the Central Committee, and resolutions of Party Congresses at all levels, closely following the practical situation to institutionalize and concretize through the timely development and promulgation of action programs, specialized resolutions, and directives to lead and direct implementation in accordance with the Party's situation and achieved many important and comprehensive results in all areas of Party building work and leadership in implementing political tasks.

In particular, since the fourth quarter of 2024, the Politburo and the Secretariat, headed by General Secretary To Lam, have, in a very short time, led and directed the Central Party agencies to advise and coordinate the implementation of many very important, strategic, breakthrough and historically significant tasks; especially the arrangement of the political system's apparatus, which shows that this is a very correct and accurate policy, with full scientific, political, legal and practical bases and foundations, demonstrating very high political determination. Up to now, the entire political system has completed ahead of schedule and set goals with a very large amount of work, which has been supported by cadres, party members and the people, and highly appreciated by international public opinion.

After a period of operation, it has been affirmed that the model of Party Committees of Central Party agencies is a correct and timely strategic decision of the Party on arranging and streamlining the organization and apparatus of the political system, operating effectively and efficiently, meeting the requirements and tasks in the new revolutionary period.

Party building work in terms of politics, ideology, ethics and mass mobilization has had many innovations and achieved clear results, contributing to protecting the Party's ideological foundation, consolidating solidarity and unity within the Party and the people's trust in the Party.

The study, understanding and implementation of the Party's resolutions and directives have been carried out seriously. Many creative and effective methods of propaganda and political and ideological education have been deployed. The study and following of Ho Chi Minh's ideology, morality and lifestyle and the implementation of regulations on exemplary responsibilities of cadres and Party members have been carried out synchronously and systematically. The work of orienting ideology, grasping public opinion and protecting the Party's ideological foundation has been strengthened.

The work of organization, cadres, building the Party organization and improving the quality of cadres and Party members has been comprehensively and synchronously implemented, especially the implementation of Resolution No. 18-NQ/TW and the resolutions and conclusions of the Central Committee on the arrangement of the apparatus and cadres. The work of perfecting the organization, improving the quality of Party cell activities, emulation and commendation work, and internal political protection work has achieved practical results. Cadre work has received special attention and has had many innovations; the work of managing Party members has become increasingly strict. The sense of responsibility, exemplary spirit, and proactiveness of the cadres and Party members, especially the leaders, have been significantly improved.

Inspection and supervision work has been promoted and has had positive changes. Party committees and inspection committees at all levels have proactively disseminated and disseminated the Party's resolutions and regulations on inspection and supervision work; comprehensively performed tasks according to the Party Charter, regulations and instructions of the Central Committee, especially focusing on inspecting and supervising the implementation of resolutions, regulations and conclusions of the Central Committee. The quality and effectiveness of inspections and supervisions have been improved, contributing to Party building and rectification, preventing and combating corruption, waste, negativity and maintaining Party discipline and order.

Leadership and coordination in implementing political tasks have been strengthened; many large and complex tasks have been implemented drastically and effectively, and a large number of political tasks of the Party Committee and agencies and units have been successfully completed. Research and strategic consultation with the Central Committee, the Politburo, and the Secretariat have continued to be innovated and deepened. The quality of consultation has been increasingly improved, contributing significantly to shaping the Party's major policies and guidelines. Digital transformation and application of information technology have been directed to be implemented resolutely.

The above results were achieved because the Party Committee always received the attention and close direction of the Politburo and the Secretariat, and proactively grasped and fully and promptly implemented the resolutions and conclusions of the Party. Inherited and effectively promoted the results and experiences of previous terms; resolutely and persistently overcame limitations and shortcomings. The spirit of solidarity, unity of will and action within the Party Committee was strengthened. The awareness and responsibility of the majority of Party committees, heads of Party committees, agencies and units regarding the work of Party building and rectification were increasingly improved. The majority of cadres and Party members had strong political will, good moral qualities, professional qualifications, political theory and practical experience.

The Political Report of the Congress presented at the Congress assessed the advantages and causes; limitations and causes; lessons learned in the 2020-2025 term; and at the same time proposed directions, goals, tasks and solutions for the 2025-2030 term.

The general goal is to build a clean, strong, exemplary, comprehensive, and exemplary Party organization, commensurate with the important position and role of the Party organization, the strategic advisory agencies of the Party, the State, the Central agencies on theoretical research, cadre training, propaganda, press, publishing, and the supreme judiciary. Continue to innovate methods and improve the leadership capacity, fighting strength of the Party organization and the quality of the cadre and Party members. Build a cadre team with sufficient capacity for research, strategic advice, courage, discipline, exemplary, responsible, and performing tasks in the digital environment, successfully completing all assigned tasks.

Innovate and improve forecasting work, strategic consulting, capacity to advise on building and organizing the implementation of Party policies and resolutions; build and enforce laws; enhance leadership effectiveness, coordinate leadership to successfully complete political tasks, contributing to the successful implementation of the Resolution of the 14th Party Congress.

Specific targets include: 100% of subordinate party organizations build and implement annual work programs with quality and effectiveness; 100% of cadres and party members study and fully and promptly grasp the Party's resolutions, directives and conclusions; over 98% of party members are classified as having completed their tasks well or better; 100% of subordinate party committees strive to be classified as having completed their tasks well or better; over 95% of party organizations are classified as having completed their tasks well or better.

Along with that, the system of party member database, party organization, and executive documents on digital platforms is completed and synchronously operated; 100% of subordinate party organizations deploy party work software applications and organize paperless meeting rooms; 100% of cadres are trained and proficient in digital transformation in party work; advising and implementing on schedule, ensuring the quality of programs and projects assigned by the Central Committee, Politburo, and Secretariat; 100% of advisory documents and proposals of Central Party agencies are assessed to have high practical guidance value, ensuring correctness, accuracy, timeliness, feasibility, meeting requirements in the new situation...

Three breakthroughs were identified: continuing to strongly innovate thinking and action, raising the level of strategic advice of Central Party agencies. Focusing on improving the quality of practical summarization and theoretical research; advising on the development and promulgation of resolutions, conclusions, and regulations of the Party that are at the level of strategic decisions, ensuring high actionability and feasibility; leading innovation in the work of law making and enforcement, meeting the requirements of national development in the new era.

Building a team of cadres and party members with adequate qualities, capacity, prestige, and equal to the tasks, especially leaders, managers, strategic staff, and leading experts to meet the requirements and tasks of the new development period.

Promote administrative reform, apply information technology, digital transformation; strongly innovate leadership methods, direction, working style and manners to ensure science, professionalism and efficiency./.
