Opening of the 26th Session, Provincial People's Council, term XVII, 2021-2026

On the morning of April 3, at the Office of the National Assembly Delegation and Provincial People's Council, the Provincial People's Council held the 26th Session (Special Session), the 17th Provincial People's Council, term 2021 - 2026. Attending the Session were comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the People's Committee, Provincial Fatherland Front Committee, Provincial National Assembly Delegation; leaders of departments, branches, etc.

Comrades: Bui Thi Minh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Thi Cam Phuong, Standing Vice Chairwoman of the Provincial People's Council; Bui Van Thang, Vice Chairman of the Provincial People's Council chaired the meeting.

At the meeting, the Provincial People's Council considered and approved 17 draft resolutions, including: Amending a number of contents of the Project issued with Resolution No. 342/2020/NQ-HDND, dated December 9, 2020 of the Provincial People's Council regulating monthly allowances for the position of village team leader and allowances for working days when performing tasks for the militia and self-defense forces in Hoa Binh province; Approving the Project to perfect the organization and operation of the Farmers' Support Fund of Hoa Binh province; regulating the payment costs for service organizations paying social assistance to social protection beneficiaries in the province; regulating policies to support human resource training to improve the quality and capacity of medical examination and treatment for people in Hoa Binh province from 2025 and orientation to 2030; deciding on the initial charter capital of the Hoa Binh Provincial Land Development Fund; abolition of Resolution No. 276/2023/NQ-HDND dated July 14, 2023 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies and adjust investment policies for group C public investment projects in Hoa Binh province; adjusting and supplementing the Medium-term Public Investment Plan for the period 2021 - 2025 of Hoa Binh province (9th time); assigning and adjusting the 2025 Public Investment Plan of Hoa Binh province; regulating the authority to decide on approving tasks and budget estimates for purchasing assets and equipment and decentralizing the authority to decide on approving tasks and budgets for renovating, upgrading, expanding and constructing new construction items in invested and constructed projects of agencies and units under the management of Hoa Binh province; on the allocation of the estimated budget for the implementation of the National Target Programs in 2025 and the adjustment of the estimated budget for the implementation of the National Target Programs in 2024 (including the capital in 2022 and 2023 transferred to 2024) that has not been fully disbursed in 2024 and transferred to 2025); approving the list of projects requiring land acquisition for socio-economic development, for national interests and public interests in 2025 in Hoa Binh province (1st supplement); approving the list of projects requiring conversion of the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land to implement investment projects in 2025 in Hoa Binh province (1st supplement); stipulating specific criteria for determining the location for each type of land and the number of land locations in the land price list of Hoa Binh province; Approving the policy of assigning the People's Committee of Hoa Binh province as the competent authority to implement Component 1 of the investment project to build a bridge from Provincial Road 433 in Am hamlet, Nanh Nghe commune, Da Bac district connecting with Provincial Road 114 in Khoang village, Muong Bang commune, Phu Yen district, Son La province; promulgating the supplementary List of land plots for bidding to select investors to implement investment projects using land and the List of projects for bidding to select investors according to the provisions of the law on management of sectors and fields in Hoa Binh province; dismissing the position of member of the People's Committee of Hoa Binh province, term XVII, 2021 - 2026; on the dismissal of the duties of a delegate of the Provincial People's Council, term XVII, 2021 - 2026.
