Exploitation and sustainable use of mineral resources

The Law on Geology and Minerals 2024 will take effect from July 1, 2025. This law has overcome the limitations and shortcomings in mineral management. In addition, with the decentralization regulations, localities will develop plans for sustainable mineral development, and propose reasonable and scientific exploitation strategies. At the same time, strictly control exploitation projects, thereby preventing and promptly handling illegal exploitation activities.

Dak Lak province recommends that the Government and ministries and branches promptly issue documents guiding the implementation of the Law on Geology and Minerals 2024 for timely implementation in state management of minerals. At the same time, issue documents regulating and guiding the application of information technology, regulations on standards, technical features, and monitoring system software in the management of sand exploitation on rivers to help the province's specialized agencies manage closely, scientifically, accurately, and promptly handle violations.

In order to exploit and use mineral resources effectively and sustainably, the People's Committee of Dak Lak province has proposed solutions in the coming time to strengthen inspection and examination work, promptly detect and strictly handle violations in mineral activities, especially the following acts: not installing surveillance cameras, weighing stations, fraud, declaring mineral output that is not true to reality, mining causing mineral loss, causing environmental pollution; trading in construction materials of unknown origin, not ensuring full invoices and documents; trading, transporting and exporting minerals illegally.

At the same time, organize the elimination of illegal mineral gathering places in the area (especially sand and gravel); review and inspect the mine closure work for mineral exploitation licenses that have expired according to regulations. Strictly handle units showing signs of hoarding goods, creating a shortage of construction materials in the market for profit.

The province also strictly prohibits the use of dredging, clearing streams, leveling, improving the ground, improving land, digging ponds and lakes to illegally exploit minerals. Along with that, review, propose to thoroughly handle and resolutely revoke licenses, terminate investment project activities for mineral exploitation and processing projects that are slow to implement, violate investment progress. Strengthen the work of preventing tax losses for business activities, exploiting mineral resources in the province, contributing to increasing state budget revenue, creating fairness in the obligation to pay the state budget for all economic sectors.

During the thematic supervision of the Provincial People's Council on the implementation of the law in the management and exploitation of minerals in the province, the Standing Vice Chairman of the Provincial People's Council, Tran Phu Hung, proposed that the Provincial People's Committee direct the sectors to strengthen coordination in the state management of mineral activities, especially the coordination regulations, information provision between the sectors of natural resources and environment, tax, police and localities. At the same time, it requires mineral exploitation units in the province to strictly implement the regulations on the installation and use of weighing stations, surveillance cameras, statistics, inventory of actual exploitation output, updating data information, and fully storing data information at mineral mines.
