This is not only to ensure cash flow and production and business activities of enterprises, but also to avoid the risk of disruption of essential services.
Enterprises "bear debt" for localities
Sonadezi Environment Joint Stock Company is the unit that handles waste treatment for Bien Hoa city, Vinh Cuu district and Long Thanh district. By the end of April 2025, the total amount of unpaid debts of the enterprise exceeded 112 billion VND, of which Bien Hoa city alone owed nearly 93 billion VND.
General Director of Sonadezi Environment Joint Stock Company Le Xuan Sam shared that the above debt exceeds the company's charter capital, causing many difficulties in financial activities and maintaining production and business. Especially, in the context of switching to a two-level government model, the shortcomings in confirming the daily volume of collected waste, acceptance methods and settlement will become more complicated if there is no quick solution.
"We recommend that the Provincial People's Committee direct localities to support and create conditions for the company to pay off its current debts, especially before the implementation of a two-level government from July 1," Mr. Sam proposed.
Currently, the whole province generates about 2 thousand tons of household waste per day. Of which, nearly 1.8 thousand tons are sent to 4 centralized treatment areas. At the meeting with provincial leaders on May 29, 3/4 of the waste treatment areas reported that the locality owes money to the enterprise. |
Sonadezi Service Joint Stock Company is also in a similar situation. Mr. Tran Anh Dung, General Director of the company, said that all 8 districts and cities where the unit is handling waste are in debt, at least a few billion VND, at most tens of billions of VND. The main reason is that the province has not yet issued the unit price for waste treatment in 2025, leading to the inability to complete the bidding procedures, sign the contract, and make final payments. The current temporary solution is that the two parties sign a contract in principle according to the unit price in 2024, and the company is given an advance payment of 60-90% of the cost.
“We recommend that the province direct departments and branches to provide specific instructions for localities to complete documents and pay debts to enterprises before June 10, 2025 to facilitate transactions through the treasury,” said Mr. Dung.
In Xuan Loc district, Cu Lao Xanh Joint Stock Company is also owed more than VND800 million by the local authorities for waste treatment in 2024 and 2025. More worryingly, the company is storing about 135,000 tons of waste accumulated from 2018 to present but has no treatment plan.
“What we are most concerned about is the amount of waste remaining at Cu Lao Xanh Treatment Area. Every rainy season, this amount of waste is like a “time bomb”, which can pollute the environment at any time. The company really hopes that the province will have a specific solution to minimize risks,” said a representative of this company.
According to environmental enterprises, normally each year the province will issue unit prices for waste collection, transportation, and treatment services to serve as a basis for localities to organize bidding and sign contracts early next year. However, this year, due to the lack of technical and economic standards as a basis for setting unit prices, there has been a delay in procedures and settlement. In the context of the impending end of the functions and tasks of district-level administrative units, settlement will become more difficult.
Must quickly have technical economic norms
In order to soon have technical and economic norms for the collection, transportation and treatment of waste, from January 2025, the Provincial People's Committee issued Decision No. 328/QD-UBND, in which 5 enterprises with the function of treating waste were assigned to develop a price plan and send it to the Department of Agriculture and Environment for appraisal. However, up to now, only Sonadezi Service Joint Stock Company has completed the plan, causing the Department to not have enough basis for appraisal and submission to the Provincial People's Committee for consideration and promulgation.
Deputy Director of the Department of Agriculture and Environment Tran Trong Toan said that on April 28, the Provincial People's Committee issued Document No. 5051/UBND-KTNS approving the policy for the department to hire a consulting unit to develop technical and economic norms.
"The Department is carrying out this task to advise the Provincial People's Committee to issue specific norms and unit prices to serve the work of signing contracts and paying service costs," said Mr. Toan.
Regarding the locality with the largest amount of RTSH treatment debt, Vice Chairman of Bien Hoa City People's Committee Vu Quoc Thai said that the debt in 2021 does not have enough legal basis for payment, the debt in 2024 is being handled according to the existing policy, and the debt in 2025 is in the process of payment. Mr. Thai also recommended that the province soon issue technical and economic norms as a basis for the new commune-level People's Committees (from July 1) to be able to sign RTSH treatment contracts with enterprises.
Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang assessed that the Department of Agriculture and Environment is still slow in developing technical and economic norms despite having guidance from the Central Government and direction from the province. State-owned enterprises have maintained waste treatment services out of social responsibility, but have been in debt for a long time. The Department must urgently consult with departments and branches to submit to the Provincial People's Committee this June to issue norms, as a basis for building unit prices for localities to sign contracts and make payments in accordance with regulations.
Provincial leaders requested the People's Committees of districts and cities to settle all debts for enterprises from June 2025 onwards. The Chairman of the District People's Committee will be responsible for any delays.
When the new commune level comes into operation, if there is no official unit price for bidding, localities can temporarily sign a contract in principle with a qualified unit to ensure that essential environmental services are not interrupted, limit the amount of garbage that increases every day, and the debt continues to increase.
