Khanh Hoa Provincial People's Committee has just issued an Official Dispatch requesting units and localities to proactively and urgently deploy measures to respond to storm Kalmaegi.

Accordingly, the Provincial People's Committee requested the Provincial Military Command to closely monitor the warning bulletin, forecast and developments of the storm. The unit needs to count and grasp the number of boats, guide vehicles (including fishing boats, transport ships, construction ships, tourist boats) to move to avoid or return to safe shelters. The urgent work of calling on ships and boats still operating at sea to return to shore or find safe shelters must be completed before 10:00 a.m. on November 5. The Provincial Military Command is also responsible for advising the Provincial People's Committee to decide to restrict or prohibit ships and vehicles from going out to sea and operating at sea no later than 12:00 p.m. on November 6, and at the same time propose to direct the prohibition of people and tourists from swimming when necessary.

People's Committees of communes, wards and special zones are required to review and be ready to deploy response plans for strong storms and post-storm floods, ensuring the safety of people, vehicles and property at tourist sites, aquaculture and fishing sites, constructions at sea, on islands, coastal areas and areas at high risk of flash floods and landslides.

In particular, it is necessary to urgently inform people to harvest agricultural production early with the motto "green at home is better than old in the field". Localities must also check, review and proactively implement measures to ensure the safety of lakes and ponds storing water for irrigation, livestock and daily life in the area.

In terms of expertise, the Department of Agriculture and Environment directs and guides localities to proactively implement measures to reduce damage to agricultural production. At the same time, it directs reservoir management units to promptly implement reasonable operations and flood discharge regulation to ensure water storage for production, safety of works and flood prevention in downstream areas. The Department also urgently organizes inspections of reservoirs in the province (paying attention to reservoirs of individuals and businesses) to promptly have solutions to handle, overcome and ensure the safety of reservoirs during the rainy and flood season.

Irrigation management units, specifically Khanh Hoa and Ninh Thuan Irrigation Works Exploitation Company Limited, must urgently operate and regulate large reservoirs that have enough water such as: Hoa Son, Da Ban, Suoi Dau, Ta Ruc, Cam Ranh, Song Cai, Tan Giang, Tra Co... Regulation must ensure priority is given to flood prevention capacity for downstream areas. During this process, it is necessary to monitor river water levels and tidal schedules to limit flooding downstream, while regulating flow during the day and gradually reducing the regulated flow at night. These companies also need to closely monitor the development of rain and floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir to promptly report when unusual situations occur.

In addition, the Khanh Hoa Provincial Hydrometeorological Station continues to monitor the developments of storms and heavy rains, promptly informing relevant agencies and local authorities to proactively direct and guide people to implement response measures.

Press and media agencies should increase information on the developments of storms and heavy rains to authorities, owners of vessels operating at sea and people to proactively prevent and respond. The province also requires departments, branches and sectors to proactively direct and coordinate with localities to respond to storms and floods, and prepare forces and means to deploy rescue work and support people when requested.

All localities and units must organize serious 24/7 duty and regularly report to the Department of Agriculture and Environment for synthesis and timely advice to the Provincial People's Committee.
