Inauguration of the 500kV Line 3 Project - a work of will, determination, and efforts to overcome difficulties and challenges

The project received special attention and close direction from the Government, Prime Minister, ministries, branches, localities, the participation of the entire political system, and the support of people and businesses.

Large volume, many difficulties and challenges

The 500kV Line Project, Circuit 3, Quang Trach - Pho Noi is a large-scale project, with a total length of 519km, 2 circuits with 1,177 pole positions, and a total investment of more than 22,300 billion VND (nearly 1 billion USD). The project has a volume of earth and rock excavation of more than 2.5 million m3, using more than 705,000 m3 of concrete, nearly 70,000 tons of foundation steel; a total volume of steel pole installation of 139,000 tons; pulling a total of nearly 14,000km of various types of conductors. This is a key, urgent project of great importance to increase the power transmission capacity through the 500kV system from the Central to the North with a capacity from the current 2,500MW to 5,000MW, improve the stability of the power system operation, increase power supply to the North in 2025 and the following years, reduce the risk of overloading and overloading of existing 500kV lines and stations, contribute to ensuring national energy security, serving socio-economic development and national defense and security of the country.

The construction process encountered many difficulties and major challenges such as: Having to carry out a large amount of compensation and site clearance work, the total land area recovered was about 1.83 million m2, spanning 9 provinces; supporting, resettling, and stabilizing production for 167 households that had to be relocated and 5,248 affected households; Difficulties due to the shortage of simultaneous mobilization of many specialized construction machines and equipment along the entire route; Difficulties in mobilizing highly specialized and technical forces to construct poles and pull wires;

Difficulties in the terrain of the construction route with many locations on high, steep hills, the road to the column foundations is difficult, especially when it rains, the road is steep, slippery, the construction site is not favorable; Construction is carried out during the most unfavorable weather period, sometimes with cold drizzle; sometimes with hot weather, many days with extreme heat; sometimes with storms, wind and rain, even many days with strong winds from 3 to 7 hours, accompanied by thunderstorms... so there are many times when construction must be stopped to ensure the safety of workers and construction equipment; Difficulties in supplying steel columns due to the very large total volume with urgent progress requirements.

The whole political system got involved

Since the start of investment and construction, the 500kV Transmission Line Project, Circuit 3, Quang Trach - Pho Noi, has received strong and regular attention and direction from the entire political system, especially the direction and management of the Government and Prime Minister Pham Minh Chinh with many meetings chaired by the Prime Minister to remove all difficulties and obstacles, and promote the progress of the project.

The Prime Minister has also directly inspected the construction site of the 500kV Line 3 in the provinces many times to learn about the progress of the project, grasp the difficulties and problems, especially the site clearance work, promptly directed the investor, contractors, consultants, and local authorities; gave gifts, encouraged and motivated the team of cadres, engineers, and workers on the construction site to work enthusiastically, "overcome the sun and rain", ensuring the progress, quality, and technical aesthetics of the project.

With new thinking, methods and approaches compared to previous methods, the project implementation time has been significantly shortened, meeting the project completion progress requirements as directed by the Prime Minister. This is unprecedented with previous 500kV transmission line construction projects.

According to the assessment, projects of similar scale and volume must be implemented from 3 to 4 years. Previously, the 500kV Line 3 Pleiku-My Phuoc-Cau Bong Project, 437km long, had to be constructed in nearly 3 years, the 500kV Line 3 Vung Ang-Quang Trach-Doc Soi-Pleiku 2 Project, 740km long, also needed nearly 4 years of construction. However, the 500kV Line 3 Quang Trach-Pho Noi Project was completed after about 6 months of construction. If considering the scale of the project, the 500kV North-South Line 1 needed to erect 60,000 tons of steel poles, while the 500kV Line 3 Project had to erect up to 139,000 tons of steel, more than twice as much as the Line 1.

Implementing the direction of the Prime Minister, the drastic and regular participation of the Provincial Party Committee and the People's Committees of the provinces in implementing the "4 on-site" motto, EVN/EVNNPT has coordinated with local authorities to mobilize human resources, machinery, vehicles, and materials in the localities where the project passes through, thereby speeding up the progress of digging and casting the foundation.

Regarding the work of erecting poles and pulling wires, agencies and units have actively participated, supporting EVN, EVNNPT and contractors in all aspects: in terms of human resources, units of the electricity industry have mobilized more than 3,300 people to directly erect poles and pull wires; the Military Industry-Telecoms Group (Viettel), Vietnam Posts and Telecommunications Group (VNPT), Vietnam National Oil and Gas Group (PVN) supported nearly 250 people; the police force, local military forces such as Military Region 3, Military Region 4, and militia and self-defense forces mobilized up to more than 1,500 people to participate, contributing thousands of working days to the Project; Regarding transportation, Vietnam Railways Corporation promptly transported nearly 1,000 containers of imported materials and equipment to Vietnam to hand over to construction units.

In addition, the Youth Union of the provinces mobilized hundreds of teams with more than 6,000 members to participate in supporting the cleaning of houses and structures under the route corridor, and traffic diversion. The Fatherland Front, the Labor Federation, and the Provincial Women's Union also regularly visited, encouraged, and actively participated in logistics work, ensuring food and provisions for engineers and workers participating in the project. Along with that, authorities at all levels and local police forces ensured security and order at the construction site, arranged food and accommodation for workers participating in the construction, thereby contributing significantly to speeding up the project's progress.

Central and local press agencies have promptly published attractive and vivid news, articles and reports, creating beautiful images of cadres, engineers and workers working on the construction site to encourage and motivate, contributing to creating motivation and inspiring enthusiasm for work on the project. In particular, the articles and actual images on the construction site are also the most vivid evidence of promoting the combined strength of the entire political system and the great national solidarity bloc with the participation, assistance and support of many local forces and organizations.

Many good lessons and valuable experiences

At many meetings to review and urge progress as well as inspect the actual situation at the construction site in recent times, Prime Minister Pham Minh Chinh praised the leaders of ministries, branches, localities, political and social organizations, EVN, EVNNPT, consulting units, equipment and material suppliers, and construction units for working with the spirit of "overcoming the sun, overcoming the rain, not losing to the storm", "only working, not talking about retreat", "not enough work during the day, working at night", "eating quickly, sleeping urgently", working continuously 24/7, "3 shifts, 4 shifts", "working through holidays, Tet, and holidays". With that effort, the project was completed, energized and put into operation in accordance with the requirements directed by the Prime Minister.

Through the process of organizing and implementing the 500kV Line 3 Project from Quang Trach to Pho Noi, 6 lessons have been pointed out by Prime Minister Pham Minh Chinh:

Firstly, leadership and direction must be focused, resolute, and scientific, along with increased inspection, supervision, urging, encouragement, and sincere and timely sharing.

Second, the assignment must clearly define people, work, responsibilities, time, products, and results that can be weighed and measured to make it easy to check, monitor, and evaluate.

Third, it is necessary to promote the combined strength, mobilize the entire political system from Party committees and local authorities at all levels, ministries and branches related to the Fatherland Front, and socio-political organizations to join in the spirit of "unanimity from top to bottom, clear communication across the board", "front support and rear support, one call, all respond".

Fourthly, in addition, it is also necessary to do a good job of propaganda and mobilization of people, creating consensus and unanimity so that people voluntarily hand over residential land and production sites, together with the government and construction units to participate in construction of works and projects.

Fifth, investors and construction units must implement the project with a spirit of high determination, great effort, decisive action, focus on key points, complete each task, actively coordinate closely with localities, consider mobilizing local forces with sufficient capacity to participate, main contractors create conditions and cooperate so that local enterprises and contractors can grow, gain more experience with the spirit of "working together, enjoying together, winning together and developing together". Strengthen coordination between forces, between levels and sectors, close coordination between agencies and units to ensure scientific and effective work.

Sixth, build a vibrant emulation movement, promptly encourage and reward, create an enthusiastic working atmosphere, compete to achieve results, all for the benefit of the nation, people and for the development of the country.

Continuing the glorious 70-year tradition of the Vietnam Electricity industry, the rapid completion of double and triple the amount of work in a significantly shorter time compared to the projects of circuit 1 and circuit 2 has demonstrated the great efforts of EVN, EVNNPT, project management units, contractors, support units at the construction site and more than 23,000 officers and workers participating in the project. In the coming time, EVNNPT - the project investor, will continue to coordinate with the agencies to strive to do well the remaining tasks such as environmental restoration, environmental sanitation; acceptance and settlement in accordance with legal regulations; comprehensive review and assessment of project implementation, drawing lessons; and at the same time, organizing the management and operation of the project to ensure safety and efficiency.

The effort to overcome many difficulties and challenges and complete the project on schedule is an honor and pride, a practical action to celebrate the 79th anniversary of the August Revolution and National Day September 2 and to celebrate the 70th anniversary of the Vietnam Electricity Industry's Traditional Day (December 21, 1954 - December 21, 2024).

– Investor: National Power Transmission Corporation (under EVN);

– Total investment: over 22,300 billion VND;

– Scale: Includes 2 500kV power lines, 519km long. The starting point is Quang Trach 500kV Transformer Station (Quang Binh), the ending point is Pho Noi 500kV Transformer Station (Hung Yen);

– The line passes through 9 provinces: Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh; passes through 43 district-level units (districts, towns); passes through 211 commune-level units (communes, wards, towns).

– Total number of columns constructed: 1177 columns

– Total concrete used: 705,000 m3

– Total steel used for foundation and columns: 209,000 tons

– Total number of anchors: 513 anchors

– Total length of conductors, lightning protection, fiber optic cables: 14,000 km

– Total number of containers for transporting equipment: 1000 containers.

– Highest column: 145 m, weighs 426 tons

– Total number of households to be relocated: 167 households

– Total number of affected households: 5,248 households

– Total number of staff and workers participating in the project: 23,000 people

+ Nam Dinh I-Thanh Hoa Thermal Power Plant section : energized on June 30, 2024;

+ Nam Dinh I-Pho Noi Thermal Power Plant section : energized on August 19, 2024;

+ Quynh Luu-Thanh Hoa section: energized on August 19, 2024;

+ Quang Trach-Quynh Luu section: energized on August 27, 2024.
