Along with 10 higher education institutions in the field of culture and arts that are the subjects of the survey and evaluation include: Vietnam National Academy of Music, Hue Academy of Music , Ho Chi Minh City Conservatory of Music, Hanoi University of Culture, Ho Chi Minh City University of Culture, Vietnam University of Fine Arts, Ho Chi Minh City University of Fine Arts, Hanoi University of Theatre and Cinema, Ho Chi Minh City University of Theatre and Cinema, Vietnam Dance Academy.
Admission work has positive changes.
According to reports from highereducation institutions, the university training situation in the field of culture and arts has been achieving achievements, contributing to the cause of building and developing the cultural sector in particular and the country in general. The Principal of Hanoi University of Culture, Associate Professor, Dr. Pham Thi Thu Huong, said that the unit is one of the largest training institutions under the Ministry of Culture, Sports and Tourism. Each year, the school ensures to enroll enough students with about more than 1,500 students, with the standard score increasing each year and the number of students of the school is always stable with a scale of about 6,000 students. Notably, in the 2023-2024 school year, the school has met the quota from the beginning of the year and there is no need to recruit more. “In the coming time, the school is determined to become a leading training institution in the field of culture and tourism in Vietnam, approaching the training programs of some countries in the region and the world for some training majors. Along with that, we are trying to review and arrange the development of the teaching staff to meet the needs of the school. As well as building a job position project and a job position competency framework to suit the reality of the school. And especially, strengthening digital transformation in parallel with improving the quality of lecturers, this is something that cannot be changed in the current context”, Associate Professor, Dr. Pham Thi Thu Huong shared.

As for Ho Chi Minh City University of Fine Arts, the number of candidates registering for the entrance exam increases every year. In particular, last school year, the number of candidates increased dramatically with nearly 1,600 students, for the first time the school had to arrange more than 60 examination rooms to serve the exam. Regarding the quality of output, most students after graduation have jobs in their majors. "According to the survey in 2018, it was 99%; 2019 was 95%; 2020 was 92%; 2021 was 95% and 2022 was 100% of graduates have stable jobs, with an average salary of 10 to 18 million VND", said Associate Professor, Dr. Nguyen Van Minh, Principal of Ho Chi Minh City University of Fine Arts. Also according to the report of Dr. Dang Thi Phong Lan, Vice Principal of Vietnam University of Fine Arts, the graduation rate of the school in 2023 is 73.9%, of which the survey of the number of graduates with jobs is 97%.
At the meeting, the Principal of Ho Chi Minh City University of Culture, Associate Professor, Dr. Nguyen The Dung also reported on the school's enrollment work. "In the past 5 years, Ho Chi Minh City University of Culture has always maintained enrollment of 800-1000 students each year, with master's training of 80-90 in 3 training majors. The school always fulfills its mission to meet the needs of society and the desire for specialized staff of our industry, based on the capacity of the school", Associate Professor, Dr. Nguyen The Dung said. Regarding training quality, the school is always determined to improve quality, accordingly, in August and September, Ho Chi Minh City University of Culture completed the accreditation of the first 3 programs and according to the plan, the remaining programs will be accredited by 2024-2025. But there are still many difficult things
According to reports from higher education institutions, the situation of university training in the field of culture and arts has been achieving achievements, contributing to the cause of building and developing the cultural sector in particular and the country in general, however, there are still many difficulties. At the meeting, 10 higher education institutions in the field of culture and arts all raised 2 difficulties in the current training work of the sector, which are facilities and human resources.
According to Dr. Bui Cong Duy, Deputy Director of the Vietnam National Academy of Music, the biggest difficulty the school is currently facing is related to the teaching staff. Next is the issue of repairing and upgrading the school's musical instruments. "For many years now, most of the musical instruments have been old but are still used continuously with 3 classes per day. Many teachers even have to share instruments with each other in each class," said the Deputy Director of the Vietnam National Academy of Music. Sharing the same difficulties and problems, Dr. Meritorious Artist Hoang Ngoc Long, Acting Director of the Ho Chi Minh City Conservatory of Music, said that the school has musical instruments that are over 30 years old, and although they are damaged, they still have to be used. “The specific characteristics of the cultural and artistic training sector require a team of experienced lecturers, but at present, there are not many experienced staff left due to shortcomings in current regulations, and lecturers are gradually retiring. This is also one of the major reasons affecting the school's current enrollment,” said Dr. Meritorious Artist Hoang Ngoc Long.
The survey and evaluation delegation of the Ministry of Culture, Sports and Tourism listened to opinions and proposals from the units.
Regarding human resources, the President of Ho Chi Minh City University of Culture said that the number of employees at the school has decreased by nearly 1/3 compared to the previous period. “Because the income does not ensure a living, and although they are civil servants and employees, training many human resources for the state, university lecturers do not receive allowances like other civil servants and employees in the city. Therefore, many officials and lecturers of the school have resigned to go to public schools, such as in 2022, the number of people who resigned reached 10,” said Associate Professor, Dr. Nguyen The Dung.
Also at the meeting, Ms. Phan Linh Chi, Deputy Director of the Department of Financial Planning, advised on the perspective of financial autonomy, which is one of the factors that determine the existence of the unit. “Training institutions need to make more efforts, because the survival of each unit lies in the issue of enrollment and facilities are only a part. If the units have attractive training programs and plans, and stable output, they will attract students to enroll, the Deputy Director of the Department of Financial Planning shared more. Mr. Ha Minh Thang, Deputy Director of the Department of Personnel Organization, also fully informed about the plan to deploy the arrangement of personnel organization positions in the period of 2021-2025.
Concluding the meeting, Associate Professor, Dr. Le Anh Tuan acknowledged the efforts of higher education institutions to basically complete the enrollment work for the 2023-2024 school year. Accordingly, 10 reports from the schools included achievements, difficulties, and proposals, directions, and models for the future of training in the field of culture and arts. "After this meeting, the delegation will report to the Ministry's leaders and advise all levels. From there, there will be appropriate projects so that the training of culture, sports and tourism increasingly meets the practical requirements of high-quality human resources for the country," Associate Professor, Dr. Le Anh Tuan added.
