Deputy Minister of Home Affairs Truong Hai Long has just signed Document 7968 on the orientation for developing a plan for arranging and assigning cadres and civil servants when implementing the arrangement of the administrative apparatus. The document is sent to Ministers of ministries, Heads of ministerial-level agencies, Heads of agencies under the Government ; Chairmen of People's Committees of provinces and cities. The selected personnel can be inside or outside the agencies . Accordingly, the Ministry of Home Affairs provides orientations for arranging cadres, civil servants and public employees for each specific position. Specifically, for positions under the management of the Politburo and the Secretariat, the Politburo and the Secretariat will consider and decide according to their authority. For positions managed by Party committees, Party organizations, leaders, agencies, units and localities according to decentralization, ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities and merged and consolidated agencies, organizations and units will proactively develop plans for arranging and assigning cadres. This must ensure the principles in personnel work and the purposes, requirements, principles in arranging and assigning personnel and following the orientation for each position.

Specifically, for the head of an agency, organization or unit, it is necessary to base on practical conditions and standards, cadre capacity, the collective leadership of the ministry, branch or locality to decide to select a head who meets the requirements of the tasks of the new agency, organization or unit after the arrangement. The selected personnel can be inside or outside the agencies, organizations or units that are merged or consolidated into the new unit. In case the head of the agency, organization or unit implementing the arrangement does not continue to be the head, he/she will be arranged and assigned to an adjacent subordinate position and enjoy policies according to the Government's regulations on the arrangement of the apparatus organization. Regarding the deputy of the head, based on the actual number of deputy heads of the agency, organization, or unit implementing the merger or consolidation, the collective leadership of the ministry, branch, or locality shall decide to arrange them as deputy heads of the new agency, organization, or unit after the arrangement or to arrange them to another agency, organization, or unit according to the requirements of the tasks and capacity of the staff. In the immediate future, the number of deputy heads of the agency, organization, or unit formed after the arrangement may be higher than the regulations, but the ministry, branch, or locality must develop a plan to reduce the number of deputies according to general regulations within 5 years (from the date the competent authority approves the project). For civil servants and public employees who do not hold leadership or management positions, the ministries, branches, and localities shall, based on the functions, tasks, and organizational structure formed after the arrangement, propose a plan to arrange and assign staff suitable for the tasks they are undertaking before the merger or consolidation. In case there is no longer a task, it is possible to arrange to another agency, organization or unit that is suitable for the expertise and profession of the civil servant or resolve the policy regime according to the Government's regulations. In the immediate future, the number of staff of the new agency, organization or unit must not exceed the total number of staff currently present before the merger or consolidation, but ministries, branches and localities must develop a plan to reduce staff, implemented according to the general regulations of the Politburo within 5 years (from the date the competent authority approves the project). After implementing the organizational arrangement, ministries, branches and localities have a plan to train, foster and improve the professional qualifications and skills of the team to meet the requirements of the political tasks of the agency, organization or unit in the new situation. Along with that, it is necessary to review and streamline the staff in cases that do not meet the requirements of the task and lack a sense of responsibility. The arrangement and assignment of leaders and managers must be based on their capacity, strengths and prestige. In addition, the Ministry of Home Affairs also clearly stated the principles for developing plans for the arrangement and assignment of officials and civil servants when implementing the arrangement of the administrative apparatus. In particular, the heads of Party committees, agencies, organizations and localities must be responsible for arranging and assigning officials within their management scope, ensuring the set goals according to the requirements of the Central Government. The arrangement and assignment of officials must be carried out seriously, carefully, scientifically and strictly; ensuring democracy, publicity, transparency, principles and specific criteria, in accordance with the practical situation of the staff and the requirements of each ministry, branch and locality. In particular, the plan must pay attention to the arrangement and use of officials with outstanding capacity, responsibility, dedication to work, meeting the requirements of tasks in the new situation; Linking the arrangement and assignment of personnel with streamlining the payroll and restructuring the staff of each agency, organization and unit. In addition, it is necessary to review and evaluate the quality of the staff based on the requirements of the job positions at the new agency, organization and unit to carry out the arrangement and assignment of personnel, streamlining the payroll and restructuring the staff. The selection, arrangement and assignment of leaders and managers must be based on their capacity, strengths, prestige, work experience, and specific work products in accordance with the functions and tasks of the new organization, especially for the head. At the same time, it is necessary to ensure the title standards according to the regulations of the Party and the law, linked to the structure and planning of the Party Committee to prepare well for the personnel work of the Party Congresses at all levels towards the 14th National Congress of the Party.
