Difficulties regarding the disposal of excess soil and rocks on the final section of the route.

The amount of excess soil and rock from the investment project to build the road from Bac Kan city - Ba Be lake connecting to Na Hang, Tuyen Quang amounts to over 3.5 million m3 .

According to the approved Environmental Impact Assessment Report and construction design drawings of the project, the section from Km37+00 to the end of the route has 21 designated dumping sites, of which 15 are located in Bac Kan province and 6 are located in Da Vi commune, Na Hang district, Tuyen Quang province. The land to be acquired is approximately 290,000 belonging to over 70 households. The surplus earth and rock reserves are approximately over 3.5 million , concentrated in Quang Khe and Hoang Tri communes (Ba Be district), Nam Cuong and Xuan Lac communes (Cho Don district), and Da Vi commune, Na Hang district (Tuyen Quang province).

In the province, during the survey and design process, the investor (the Project Management Board for Investment and Construction of Transportation Projects), the design consultant, and related units held meetings and sought opinions from the people and local authorities, receiving their agreement and support for the implementation of dumping excess soil and rocks from the project. However, recently, during the compensation and land clearance process, the local authorities and the investor jointly held meetings to gather opinions from the people regarding land acquisition for the project's planned dumping sites. While the affected households generally agreed and supported the project's dumping of excess soil and rocks, they did not agree to the land acquisition for the dumping site. The affected households requested that the State proceed with the dumping but not acquire the land so they could continue farming after the project is completed. At the same time, we request compensation for the assets on the land and solutions to reinforce the base of the dumping site to ensure that it does not affect the agricultural land in the area.

In addition to the lack of a designated disposal site for excess soil and rocks, a large amount of soil and rocks have been eroded by heavy rains and floods, hindering the project's progress towards completion.

Despite its vast land area, the predominantly mountainous terrain and forest cover make finding suitable disposal sites for excess soil and rocks from projects a challenging problem for mountainous provinces in general, including Bac Kan. Investing in infrastructure, especially transportation projects, is a crucial prerequisite for socio-economic development in these localities. Therefore, appropriate mechanisms are needed, aligning with the Party and State's policies and creating conditions for people whose land is reclaimed to stabilize their lives and ensuring environmental protection.
