Science, technology and innovation are the driving forces for sustainable development

President Ho Chi Minh 's advice after 60 years still holds its value, demonstrating his great vision and thoughts on the long-term development orientation of science and technology (S&T) in our country. In order to promote S&T to develop more strongly, on June 18, 2013, at the 5th Session, the 13th National Assembly passed the Law on Science and Technology and unanimously chose May 18 every year as Vietnam Science and Technology Day (stipulated in Article 7 of the amended Law on Science and Technology passed by the National Assembly in 2013 - Law No. 29/2013/QH13).

For the past 10 years, May 18 has become a festival to honor scientists, introduce the results of scientific research and technological development, and promote the application of science and technology in production. This is also an opportunity to raise awareness and arouse pride in Vietnamese intelligence, the spirit of passion for creative work among the people and the business community to research and apply science and technology in building and developing the country.

Entering the 4th industrial revolution, Vietnam has determined that in order to make a breakthrough for rapid and sustainable development, one of the important strategies is to develop science and technology and innovation (ST). The 13th National Congress of the Party continued to identify that, along with comprehensive human resource development, S&T is one of the three strategic breakthroughs in building and defending the country. The Congress requested to focus on strongly developing science and technology, ST and digital transformation to create breakthroughs in productivity, quality, efficiency and competitiveness. At the same time, it is necessary to build specific and outstanding institutions, mechanisms and policies to promote ST, apply technology transfer; improve research capacity, master some new technologies; take enterprises as the center of research, development, application and transfer of technologies, and application of digital technologies. Develop a national ST system, ST and digital innovation startup ecosystem.

The documents of the 11th Provincial Party Congress, term 2020 - 2025, identified the important role of science and technology development, promoting innovation, aiming to create breakthroughs, improve productivity, efficiency and competitiveness of the economy; help develop people and perfect the organization and management mechanism of production and business, in implementing the sustainable development goals of society. On January 29, 2021, the Provincial Party Committee issued the Project on Science and Technology Development in the province for the period 2020 - 2025, with a vision to 2030, to assess the current status of science and technology activities in the province in the past time; At the same time, set out goals, directions, tasks and key solutions to promote the development of science and technology and the application of scientific and technological advances in production and people's lives, exploit the potential and strengths of the province, and contribute to the successful implementation of the Resolution of the 11th Provincial Party Congress.

Looking back at the formation and development process over the past 44 years (1979 - 2023), the science and technology sector has always received close attention and direction from Party committees and authorities at all levels, along with the efforts and active contributions of the science and technology staff, scientists, and the province's science and technology activities have achieved important results. Research results in the fields of social sciences and humanities, natural sciences, engineering sciences, basic investigation, technology, intellectual property, etc. have been applied and transferred into production and life practices, contributing to the shift in economic structure, promoting industrial development, improving the quality and yield of crops and livestock; exploiting the potential and advantages of the marine economy, garden economy and tourism economy of the province.

Promoting the achievements of the past 44 years of the science and technology sector, the cadres, civil servants and public employees of the Department of Science and Technology are constantly striving with a spirit of dedication, enthusiasm, creativity and honesty to make science and technology and innovation truly a driving force for sustainable development, making the most important contribution to developing the productive forces, knowledge-based economy, improving productivity, quality, efficiency and competitiveness of the economy, improving people's lives, contributing to the socio-economic development of the province, determined to successfully implement the goals, tasks and solutions for science and technology development of the province in the period of 2020 - 2025, with a vision to 2030.
