According to the Government Electronic Newspaper , on the morning of May 12, in Thai Binh province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh provinces under the public-private partnership (PPP) model and the Hung Phu industrial park project.
The groundbreaking ceremony of the Ninh Binh - Hai Phong expressway project, the section passing through Nam Dinh and Thai Binh provinces, and the Hung Phu industrial park project is a new milestone in the journey of industrialization, modernization, and rapid and sustainable socio -economic development of Thai Binh province.

The Ninh Binh - Hai Phong Expressway (CT.08 Expressway) has a total length of 117 km and passes through the provinces of the Northern Coastal Region. Of which, the section through Ninh Binh has implemented public investment, the section through Hai Phong has been assigned to Hai Phong for implementation.
The section through Nam Dinh and Thai Binh provinces has a total investment (including interest) of nearly 20,000 billion VND, meeting expressway standards with a scale of investment of 4 complete lanes, a design speed of 120 km/h, a roadbed width of 24.75 m; the route is about 60.9 km long, of which the section through Nam Dinh province is 27.6 km long and the section through Thai Binh province is about 33.3 km long.
The project implementation period is from 2023, basically completed in 2027, and put into operation from 2028. This is the first expressway project assigned by the Government to the People's Committee of Thai Binh province as the competent authority to implement, with Geleximco Group and the consortium as investors.
Hung Phu Industrial Park Project is also invested by Geleximco Group, covering an area of over 200 hectares, with a total investment of nearly 2,000 billion VND, located in Thai Binh Economic Zone, with a favorable strategic location adjacent to the economic triangle of Hanoi - Hai Phong - Quang Ninh; connecting with major provinces and cities in the region via the Ninh Binh - Hai Phong expressway, the coastal road from Quang Ninh to Thanh Hoa.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that to get rich and develop industry, roads must be built, while in the Red River Delta, Thai Binh is the province with the most difficulties in terms of transportation.
From 2021 to present, Thai Binh has completed new investment and upgrading and expanding 1,182 km of roads at 4 levels, but in general, there are only roads serving agricultural development and not many roads serving industrial development.

The Prime Minister recalled his proposal to the Singaporean Prime Minister to build VSIP industrial parks in Thai Binh and Nam Dinh, at which time the other side also emphasized the need to develop the transportation system.
According to the Prime Minister, the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh provinces has a large total investment and a long toll collection period. To have enough conditions to start this project, the agencies had to work together to handle a large amount of work to resolve many difficulties and problems such as policy mechanisms, planning, project establishment and adjustment, appraisal, approval, investor selection, and capital arrangement.
On this occasion, the head of the Government requested ministries and branches to propose amendments to regulations in a simple direction, saving time and effort, and making it convenient for businesses and people.
Regarding the expressway project through Nam Dinh and Thai Binh, the Prime Minister requested Thai Binh province to promptly complete documents and procedures to ensure strictness; focus on technical measures to handle weak ground; and ensure sufficient sand and raw materials for the project in the context of the province's limited supply of raw materials.
Thai Binh province also needs to ensure project progress and quality, avoid capital overruns, fight corruption, negativity, waste, and vested interests; ensure technical, aesthetic, safety, and environmental sanitation; ensure the lives of people affected by the project, and give up land for the project.
Regarding Hung Phu Industrial Park, the Prime Minister highly appreciated and suggested better implementation of the public-private partnership model of "public leadership - private governance", promoting smart governance, attracting high-tech and modern projects, and developing in a green, digital, and sustainable direction.
Stating that the commencement of construction is just the beginning, and directing the tasks in the coming time, the Prime Minister requested investors and contractors to keep their commitments, urgently mobilize maximum machinery and human resources to organize construction in the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "eating and sleeping quickly", "not enough work during the day, working at night", "only discussing work, not discussing back".
Relevant ministries and branches must minimize the time for carrying out administrative procedures; closely coordinate with localities, proactively remove difficulties and obstacles within their authority and according to legal regulations; resolutely not push or avoid work.
The leaders of Thai Binh province focused on leadership, close direction, regular inspection, supervision, and going down to the construction site to immediately remove difficulties and obstacles, encourage investors, contractors, officials, workers, and laborers, not leaving them alone on the construction site; care about people's lives; resolve material issues; urgently plan to exploit and maximize benefits from the expressway.
The Prime Minister also noted that Thai Binh should plan and implement sea reclamation for development. The provinces of Nam Dinh, Ninh Binh and Hai Phong should coordinate closely to effectively exploit this important arterial route. Ministries, sectors, agencies and localities should handle work within their authority. If it is beyond their authority, they should report to the competent authority for consideration and decision.
Drawing on experience from recent expressway projects across the country, the Prime Minister proposed shortening the time and striving to exceed the schedule of the expressway project through Nam Dinh and Thai Binh by at least 6 months, striving to complete it in 2026, putting the route into operation as soon as possible will benefit Thai Binh province, the Red River Delta region and the people will soon enjoy the results.
