Construction of Ninh Binh - Hai Phong expressway starts, costing over 6,860 billion VND

TPO - On the morning of April 30, in the sacred atmosphere of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), Ninh Binh held the Groundbreaking Ceremony for the Ninh Binh - Hai Phong Expressway Construction Investment Project.

With the revolutionary spirit and national heroism being strongly spread on key projects in Ninh Binh province - a place witnessing a determined transformation through national strategic transport infrastructure projects.

The project is invested by Ninh Binh Department of Construction and constructed by Xuan Truong Construction Enterprise.

At the construction site of the North-South Expressway expansion project in the East, Cao Bo - Mai Son section, hundreds of engineers and workers are still working day and night with 11 urgent construction sites (6 road sites, 5 bridge sites).

At the Cao Bo bridge construction site, Mr. Hoang Thai Hao - a field engineer - said that the construction team was divided into 3 shifts, 4 teams working non-stop to speed up the progress, while ensuring the quality of the project. "We determined that this is a national key project, so everyone tried their best. Although tired, they always felt happy to contribute to the development of the country," Mr. Hao shared.

According to engineer Hoang Thanh Binh - representative of the Project Management Board, the road section has now treated weak soil for more than 3,750m; the embankment has reached 420/600m; the bridge section has drilled and poured concrete for 46/158 bored piles at Cao Bo bridge; the National Highway 10 overpass has completed the survey of the Karst cave and completed a bored pile; at Quan Vinh bridge and Cam bridge, pile drilling is also being carried out on schedule. The total construction value is about 45/1,029 billion VND, equivalent to 4.37%.

The investor and contractor strive to basically complete the North-South Expressway Expansion Project, Eastern section, Cao Bo - Mai Son, by April 30, 2026.

This project is 15.2km long and is one of five projects assigned by the Prime Minister to supplement the medium-term public investment plan for the 2021-2025 period. The project is invested by the Ninh Binh Department of Construction and constructed by Xuan Truong Construction Enterprise. The goal is to basically complete it by April 30, 2026, contributing to synchronizing the regional transport network, reducing traffic pressure, promoting the socio -economic development of Ninh Binh and Nam Dinh provinces, and at the same time implementing the Central Government's strategic infrastructure development orientations.

Immediately after the expressway expansion project was started, another key project - the Ninh Binh - Hai Phong Expressway Construction Investment Project through Ninh Binh - was also officially started, marking the province's strong determination. The project is 25.3km long, starting at Khanh Thuong commune (Yen Mo district), ending at Khanh Cuong commune (Yen Khanh district), including 4 intersections, 12 overpasses, 19 underpasses, rest stops, designed speed of 120 km/h, total investment capital of more than 6,860 billion VND from the central and provincial budgets, expected to be completed in 2026.

The message “Don’t say no, don’t say difficult, don’t say yes but don’t do” from the Prime Minister has urged the entire political system to get involved. In Yen Khanh district - where the road passes through nearly 14km - site clearance work is being accelerated. According to Mr. Nguyen Quoc Hung, Chairman of the District People’s Committee, 1,160/1,438 affected households have been counted, more than 62 billion VND has been paid and 5 resettlement areas have been deployed. “We work regardless of holidays to mobilize people to understand and agree with this major policy,” said Mr. Hung.

Mr. Pham Quoc Chinh - Director of the Management Board of Investment and Construction of Traffic Works of Ninh Binh province, assessed: Ninh Binh - Hai Phong expressway will create momentum for regional economic development, effectively connecting with Bai Dinh - Kim Son axis along the Day River, forming the East - West economic corridor in the North of Ninh Binh province according to the provincial planning until 2050.

The end point of the Ninh Binh - Hai Phong expressway is at the beginning of the Day River overpass in Khanh Cuong commune, Yen Khanh district.

With that momentum, Ninh Binh province is focusing all its efforts - from the government to the people - to realize key projects, not only creating a new infrastructure appearance but also creating modern and sustainable development spaces, a solid foundation for the province and the country to enter an era of prosperous development.
