Citizens do not need to bring birth certificates or marriage certificates when carrying out administrative procedures if this information is already available in the electronic civil registry database. The Ministry of Justice stated that the goal of the decision is to replace or reduce the number of documents required in administrative procedures by utilizing the corresponding data available in the electronic civil registry database.
The requirements stipulate compliance with regulations on information security, intellectual property rights related to data and privacy; compliance with regulations and technical guidelines on data exchange and principles and regulations on the management, connection, and sharing of digital data between agencies. The decision also specifies the types of information to be shared, including: information on birth registration, death registration, marriage registration, and the issuance of certificates of marital status…
In cases where the electronic civil registry database lacks information but the citizen still possesses the original civil registry documents, or where the information in the electronic civil registry database is inconsistent with the civil registry documents provided by the citizen, the receiving agency shall guide the citizen to contact the People's Committee of the commune where the civil registry was previously registered or the People's Committee of the commune where the citizen resides to update and correct the information in the electronic civil registry database in accordance with the civil registry law.
