Standing member of the Secretariat Tran Cam Tu has just signed and issued Directive No. 46-CT/TW of the Politburo on leading the election of deputies to the 16th National Assembly (NA) and People's Councils (PCs) at all levels for the 2026-2031 term.
Directive No. 46-CT/TW clearly states that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will be held on March 15, 2026. The Politburo emphasized that, together with Party congresses at all levels, the election is an important occasion to continue building, consolidating and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people. Therefore, selecting and electing exemplary representatives who represent the will, aspirations and mastery of the people in the National Assembly and People's Councils at all levels for the new term is a key task of the entire Party, people and army in 2026.
In order for the election to achieve high results, the Politburo requested Party committees and organizations at all levels to lead and direct the implementation of a number of requirements and tasks. Specifically, the Politburo requested the development of a leadership and direction plan, and the preparation of all conditions for the successful organization of the election; ensuring that the election is conducted democratically, equally, legally, safely, economically and truly a festival for all people.
Party committees and organizations at all levels shall lead personnel work well, ensuring the promotion of democracy in conjunction with the Party's centralized and unified leadership in personnel work. Link the personnel results of Party congresses at all levels and personnel planning with the preparation work to introduce outstanding people with firm political views and stances, who meet the standards, have the capacity and conditions to perform the tasks of National Assembly deputies and People's Council deputies.
Directive No. 46-CT/TW of the Politburo emphasizes not to include in the list of candidates those who show signs of political opportunism, ambition for power, conservatism, factionalism, localism; those who are being inspected and examined for signs of violations, have been concluded by competent authorities to be dishonest; and heads of agencies, organizations, and units that allow serious cases of corruption, waste, negativity, and disunity to occur.
The Politburo also noted the leadership and direction of the election of sufficient numbers of National Assembly deputies and People's Council deputies at all levels, focusing on quality; ensuring a reasonable structure of the number of deputies who are working in Party, State, armed forces, and Fatherland Front agencies; increasing the number of full-time deputies, ensuring the proportion of female and ethnic minority candidates in accordance with the provisions of the Election Law. At the same time, there must be a reasonable proportion of religious deputies, re-elected deputies, young deputies, scientists, intellectuals, artists, deputies from workers, farmers, businessmen, and associations and unions in production and business.
The Directive requires that the selection and introduction of candidates for the National Assembly and People's Councils at all levels must comply with the procedures prescribed by law and instructions from competent central agencies. Party committees at all levels focus on leading and directing well the organization of consultations and introductions of candidates for the National Assembly and People's Councils at all levels; promote the people's right to mastery, and create favorable conditions for all citizens to fully exercise their right to run for election and vote in accordance with the law.
Directive No. 46-CT/TW of the Politburo requires good direction of propaganda work, widespread dissemination throughout the Party, people and army about the meaning and importance of the election... Along with that, encourage all voters to voluntarily and proactively participate in the election, carefully study the list of candidates; each cadre and party member must set an example, uphold the sense of responsibility, step up propaganda, and mobilize people to actively participate in the election.
Closely direct the development of plans to ensure political security, order and social safety; promptly resolve complaints and denunciations in accordance with legal regulations; prevent all acts of taking advantage of democracy and violating election laws. Resolutely fight against all distortions, plots and acts of sabotaging the election, and taking advantage of the election to disrupt security and order. Have proactive plans to deal with unexpected situations, natural disasters and epidemics that may occur during the election.
The Politburo requested provincial and municipal Party Committees to establish steering committees to comprehensively lead the local election work; do a good job of introducing candidates; and direct the timely resolution of issues arising in the process of preparing and organizing the election of National Assembly deputies and People's Council deputies at all levels in the localities.
