According to the reflection of some households living and building houses in the new residential area Vi Van (Lien Phuong commune, Hung Yen city), the electricity system here has not been connected yet.
The Vi Van new residential area project invested by the People's Committee of Lien Phuong commune, has an area of about 3 hectares, divided into 108 plots of land, and will be auctioned off for land use rights to people from 2022. In order to build houses and live in this new residential area, people here have to erect temporary poles, pull hundreds of meters of power lines from other residential areas to use with a tangled system of power lines... However, this is only a temporary solution, the power source only meets the minimum living needs, is expensive and ineffective. The installation of power lines does not follow technical standards and is unsafe, easily leading to incidents such as: Electric leakage, fire, and short circuit from temporary power lines. This situation directly affects the daily activities and lives of people. In the current summer weather conditions, the demand for electricity increases, temporary power lines are easily overloaded, posing many potential safety risks.
to pull electricity from households living in the area of Highway 39A for use
In January 2022, after winning the auction for land use rights, Mr. Dao Tuong Lan's family paid all taxes and fees according to State regulations and was granted a land use right certificate in the new Vi Van residential area. His family proceeded to build a house. At that time, the residential area did not have electricity, so he had to connect the power line to the households living in the area of National Highway 39A to build a house. Up to now, more than 3 years have passed, and this residential area still does not have electricity. Although Mr. Lan's family has sent many complaints to the investor, it has not been resolved. Mr. Lan was upset: To have electricity, my family had to buy wires and ask to pull electricity ourselves. It is both inconvenient and there is a risk of fire and explosion because the power lines are long and temporarily connected, especially during the rainy and stormy season. Because of the long power lines and low voltage, for nearly 3 years, my family has mainly used fans, lights, and rice cookers... and has not dared to use high-power devices.
Mr. Hoang Van Duong's family is building a house in a residential area. Because there is no electricity supply, Mr. Duong has to rely on electricity from neighboring households. Mr. Duong said: "The lack of a stable power source not only costs money and affects worker safety, but also affects the progress of the house construction. I am worried that I will not be able to move into the house as planned."
According to Notice No. 303/TB-UBND dated October 9, 2020 of the People's Committee of Hung Yen province, in Section 2, the Provincial People's Committee requested departments, branches, sectors and People's Committees of districts, towns, cities... when establishing new residential area investment projects to design and construct complete minimum technical infrastructure such as: Roads, water supply, drainage, electricity, telecommunications (if any). Based on the above regulations, the fact that the investor, the People's Committee of Lien Phuong commune, has not yet fully constructed the technical infrastructure of the new residential area of Vi Van and has organized an auction of land use rights for the People is not in accordance with the direction of the Provincial People's Committee.
Mr. Le Huu Hanh, Deputy Director of Hung Yen City Electricity, said: Currently, the City Electricity is testing the transformer station in the new residential area of Vi Van to conduct energization. Along with that, the unit is ready to coordinate with the locality to speed up the process of completing procedures, acceptance and connecting electricity to the people.
Mr. Nguyen Tuan Vu, Vice Chairman of Lien Phuong Commune People's Committee said: After receiving feedback from the people, the commune worked with Hung Yen City Electricity and completed the procedures and contracts to hand over to the City Electricity to manage and operate the electricity infrastructure system in the new residential area of Vi Van. In the coming time, the commune will continue to coordinate with the City Electricity as well as related parties to provide electricity to the people as soon as possible.
