DEBT UP TO NEARLY 870 BILLION VND, MAY FILE BANKRUPTCY
As Thanh Nien reported, after many times of enforcing invoices against the My Dinh National Sports Complex (abbreviated as the complex), the tax authority was forced to apply another enforcement measure, when the complex still could not pay the huge debt. 2 days ago, the tax authority issued a document (for the second time) announcing that it would continue to deduct money from the account of the subject of the enforcement against the complex. The decision is effective for a period of 30 days, from August 9 to September 7, 2023.
Reason for enforcement: Taxpayers owe taxes, late tax payments for more than 90 days from the tax payment deadline, tax payment extension deadline, and do not comply with administrative penalty decisions according to the provisions of the Tax Administration Law and competent state agencies. The amount of money subject to enforcement is nearly 870 billion VND. The tax authority requested the bank to withdraw money from the complex's account. The tax authority also sent a document with similar content in early July this year. It is known that over the past month, the bank has withdrawn debt several times, the largest of which was 9 billion VND, the remaining times were 1 billion VND...
My Dinh Sports Complex may file for bankruptcy
The tax authority is complying with the law. The problem is that the complex's budget currently does not have much money left and if the debt continues to be deducted from the account, this unit will no longer have funds to pay salaries to staff and cover activities related to the care and maintenance of My Dinh Stadium and the Aquatic Sports Palace - two major items of the complex. A leader of this unit shared that in the difficult context, the complex is facing the risk of "bankruptcy", so it will have to have a written report submitted to the Ministry of Culture, Sports and Tourism and the Department of Physical Training and Sports to ask for a solution. Even the worst case scenario that could happen is that the complex will file for bankruptcy.
BIG LOSS BUT NO ONE HAS BEEN SERIOUSLY PUNISHED
In another related development, as Thanh Nien reported, at the end of July 2023, Mr. Bui Ngoc Lam, Deputy Inspector General of the Government (GIG), chaired the announcement of the decision to inspect the implementation of the inspection conclusion on compliance with legal regulations in the management and use of land and public assets at the complex. According to the GIG's decision, the inspection team was led by Mr. Ngo Khanh Luan, Deputy Director of the Department of Supervision, Appraisal and Post-Inspection Handling under the GIG. The working group is responsible for inspecting the implementation of the inspection conclusion issued in 2021. The inspection period is 10 days, excluding holidays.

It should be recalled that during the period from 2009 to 2018, when Mr. Can Van Nghia was still the Director of the complex (he retired in September 2018), this unit had acted against the principles of land use management; there were a number of violations and wrongdoings. The Government Inspectorate requested the Ministry of Culture, Sports and Tourism to organize and direct the review and clarify the responsibilities of collectives and individuals (in each period) related to the violations and wrongdoings of the complex. In particular, the Government Inspectorate recommended that the Prime Minister transfer information (documents, records, evidence) to the Investigation Police Agency of the Ministry of Public Security and the Supreme People's Procuracy for handling and consideration according to the provisions of law for a number of contents stated in the conclusion.
Up to this point, only Mr. Can Van Nghia has been warned (Mr. Nghia had accepted the disciplinary action of reprimand but the sports industry did not agree). Decree No. 112/2020/ND-CP on disciplinary action against officials, civil servants, and public employees clearly states that officials, civil servants, and public employees who have quit their jobs or retired are also subjects that can be considered for disciplinary action. Mr. Nghia is a retired official but due to violations, he is still subject to disciplinary action. Some other individuals were reprimanded or only stopped at the level of learning from experience.
According to information that Thanh Nien has, the competent authority requires the sports industry to be more resolute, strict, and strong in handling violations. For such a serious incident to occur, causing such a huge loss of money, the penalties are still too light, not in accordance with the requirements of the Government Inspectorate. A leader of the complex said that all the case files have been reported by the unit to the inspection team of the Government Inspectorate, and the complex hopes that the individuals and groups that have violated the law will be handled appropriately.
WHAT DOES THE DEPUTY PRIME MINISTER REQUEST?
At the end of May 2023, Deputy Prime Minister Tran Hong Ha requested relevant agencies to continue implementing the conclusions of the Government Inspectorate on public asset management at the complex, on the principle that clear and agreed contents must be seriously and promptly implemented; for unclear contents, proactively work with the Government Inspectorate and relevant agencies to absorb and explain according to regulations.
