Encourage production and use of green building materials

According to the Department of Construction, currently in the Da Nang market, there are available types of construction materials from conventional to new and high-end construction materials with many technical features, usage features and reasonable prices. Materials such as clinker for cement, gypsum board, construction glass... are supplied from localities throughout the country or from imported sources. To ensure the environment and natural resources, since 2010, the city has eliminated manual brick kilns, continuous vertical kilns, and ring kilns using fossil fuels...

Since 2013, all public investment projects in the area have been designed, appraised and approved to use unburnt bricks; the city encourages the maximum use of unburnt building materials and construction projects regardless of capital source or number of floors.

The city cooperated with Hanoi University of Construction to implement a research project, propose management solutions and recycling models for construction solid waste. The Department of Science and Technology has granted a science and technology enterprise license to Da Nang Lightweight Concrete Joint Stock Company for its useful solutions to create more than 20 detailed products of concrete bricks (for paving sidewalks) and e-brick high-performance curbs.

According to statistics, there are 69 construction material production units operating in the city. In recent times, some enterprises have actively improved the working environment and reduced environmental pollution such as: cement factories (cement grinding stations), tile factories, concrete production facilities, roofing sheet production facilities... However, at manual construction material production facilities, there are still impacts on the ecological environment such as: split stone production facilities, construction stone mining and processing facilities...

The City People's Committee issued a strategy for developing construction materials in Da Nang city for the period 2021-2030, with a vision to 2050, with the orientation of ensuring sustainable development, developing production on a reasonable scale, choosing advanced and modern production technology, saving mineral resources and energy, protecting the environment; developing a supply chain of construction materials from neighboring localities as well as linking to develop new, environmentally friendly construction materials; encouraging economic sectors to participate in investing in the production and supply of construction materials.

Da Nang will also actively research and utilize waste and recycled materials to produce construction materials... By 2050, the city's construction materials production industry will be fully automated in the production process and become a green, sustainable industry...

Deputy Director of the Department of Construction Tran Van Hoang said that the city is facing difficulties in mineral resources for common construction materials and raw materials for the production of construction materials, many of which must be imported from other localities. In the near future, when merging with Quang Nam province, the city will adjust its construction materials development strategy based on new potentials and advantages to develop construction materials in general and green construction materials in particular.

In reality, the consumption of some construction materials containing recycled materials is difficult, including bricks made from ash after burning solid waste, requiring solutions to support the consumption of these products to encourage businesses to invest and produce, such as using the above bricks to build dikes and embankments... In addition, it is necessary to have solutions to support interest rate compensation, develop and promulgate criteria and standards on green construction materials so that organizations and individuals have favorable conditions to produce and use the products.

Sharing the same view, Vice President of the Central Highlands - Central Region Construction Materials Association Nguyen Cuu Loan said that it is necessary to create conditions for the development of green materials through projects and programs to support financial incentives for projects producing energy-saving and environmentally friendly construction products and materials; and have mandatory or incentive regulations to evaluate, certify, and label energy for construction material products.

At the same time, it is necessary to supplement specific criteria and standards for each product to certify energy-saving and environmentally friendly construction materials; develop norms, unit prices, and investment rates to put these products into use in public investment projects...
