On April 18, the Department of Education and Training of Ho Chi Minh City announced a plan to survey the English proficiency of more than 47,000 public teachers in the city.
According to the Department, the purpose of this survey is to assess the current English proficiency of teachers, in order to develop appropriate training plans, not for the purpose of competition or salary assessment.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that after the survey plan was announced, some teachers expressed concerns about being evaluated, classified in their work or considered for competition. Some who do not teach English even intended to ask someone else to do it for them.

Mr. Minh emphasized that this survey aims to grasp the actual situation, outline the overall picture of the English proficiency of the teaching staff in the whole industry, from which to develop a plan and roadmap to foster and improve the foreign language proficiency of the staff, meeting the requirements of innovation. This is also the foundation for the education sector to develop the Project "Gradually making English the second language in schools".
The Department of Education and Training of Ho Chi Minh City is committed to keeping the scores confidential, providing them only to teachers and the Steering Committee for developing educational projects. In addition, the unit will not use the survey results to evaluate competition, consider salaries, or discipline.
The survey period is from April 23 to 29, divided into shifts by district. Specifically as follows:

The plan to survey teachers' English proficiency was issued by the Ho Chi Minh City Department of Education and Training three days ago. All teachers in public schools, from primary to high school, will take a 90-minute online test, including listening, reading and writing skills according to the Common European Framework of Reference (CEFR), from A1 to C2. The test was designed by the Cambridge University English Language Assessment Council, ensuring objectivity, science and high reliability.
This plan is part of the roadmap to implement the Politburo's conclusion on improving foreign language proficiency for students, gradually making English the second language in schools. The Ho Chi Minh City Department of Education and Training said it will study a set of criteria and select a few suitable schools to pilot the model of using English as a second language.
