Proposal to pilot the cooperation model 'Public - Private co-building the nation'

The Executive Council of the Vietnam Private Economic Panorama (ViPEL) recommends that the Prime Minister assign relevant ministries and branches to advise on mechanisms or methods for piloting the "Public-private nation building" cooperation model.

“This will open up opportunities and move towards a legal basis to allow pilot implementation of difficult and new mechanisms such as applying specific mechanisms in selecting investors, assigning leadership to reputable domestic enterprises for national and local strategic projects, along with conditions on goals, responsibilities and transparent supervision, eliminating the 'ask - give' mechanism”, said a representative of Board IV (Private Economic Research and Development Board (Advisory Council for Administrative Procedure Reform of the Prime Minister) at the first Panorama of Vietnam's Private Economic Program held on the morning of October 10.

The first Panorama of Vietnam's Private Economy in 2025 - a key event of the ViPEL model, started with Committee-level meetings of key economic sectors, demonstrating the spirit of "Public - Private co-building the nation" of the private enterprise sector with the Government and ministries, branches and localities.

Implementing the direction of Resolution 68/TW on private economic development, after many months of preparation, the IV Committee and a team of typical large, medium and small entrepreneurs in the economy have proactively gathered forces, built the ViPEL model, initially gathered the core forces of economic sectors, tightly organized into the Executive Council and 4 specialized Committees. The diverse structure, from large to small, in all scales and fields, linked according to the industry development goals, has created a Vietnamese ecosystem ready to act to focus on mastering core competencies in the economic development process.

With the desire to "work together" with the State, ministries, branches and localities, at the meetings this morning, more than 500 businesses participating in 4 sessions of the Committee and the Women Entrepreneurs Forum under the ViPEL model will identify "big problems", growth potential, breakthroughs of industry groups and propose projects with the spirit of "Public - Private co-building the nation" with the desire to pilot new ways of doing things and spread positive values.

At Committee 1 on emerging technology and innovation, a Low-level Economic Alliance (LAE) with 10 representatives of enterprises, institutes, and schools of emerging technology industries was formed. At Committee 2 (infrastructure and competitive industries), large-scale projects on the world maritime center in Ho Chi Minh City, offshore wind power in the South... were proposed to shape the private sector leading team in key infrastructure projects, solving national problems.

At Committee 3 on Manufacturing Industry, the “Vietnam Supporting Manufacturers Alliance” consisting of many large industrial manufacturing enterprises and business associations was established to increase the localization rate in the manufacturing industry through close association and optimization of production and business processes...

Meanwhile, Committee 4 (Resource and Service Development) is joining hands to create projects to improve the quality of service sectors with the criterion: "Making Vietnamese people happier, smiling more" through the form of public-private partnership.

On the same afternoon, the Private Economic Panorama session will take place with the participation and chairing of the Prime Minister, leaders of ministries, localities, international delegates, experts and more than 500 large, medium and small enterprises to discuss and reach a consensus on new actions to realize the best values ​​and goals that ViPEL has built.

Previously, Ms. Pham Thi Ngoc Thuy, Director of Office IV, said that the difference of the Private Economic Panorama model compared to many other programs is that the model is a gathering of the largest, most prestigious, and most standardized private business sector. The model will operate continuously, lasting over the years, not for group interests but for the responsibility of designing and implementing comprehensive solutions for the development of the economy and of each industry and each field.

In particular, Ms. Pham Thi Ngoc Thuy emphasized that the model was built thanks to the cooperation of many typical domestic entrepreneurs, with the commitment of "Shared 3T": Intelligence, time, finance, along with other resources.

“From that spirit, the model will create core connections between businesses, while promoting the formation of new public-private partnership mechanisms, in line with the orientation of Resolution 68, to open up stronger development momentum for the private economy,” shared the Director of Office IV.
