The Vietnam Road Administration has recently issued a document on strengthening management and maintenance to ensure traffic safety for local roads and rural roads.

Accordingly, the Department of Transport of each locality is requested to advise the Provincial People's Committee to direct the District People's Committee, the Commune People's Committee, and relevant agencies and units to strengthen the management and maintenance of local roads and rural roads. This includes improving the quality of routine maintenance; promptly addressing and rectifying any damage or deficiencies to ensure traffic safety. It is also crucial to resolutely prohibit the commissioning of any transportation projects that have not been inspected and approved according to the regulations of construction law.

Regarding the handling of traffic black spots and areas with potential traffic safety risks, regular inspections and timely handling of other irregularities and limitations in traffic organization should be carried out to make timely adjustments; supplementing, adjusting, painting road markings, traffic cones, and signs, and addressing other inadequacies that lead to traffic safety risks and traffic congestion.

Develop plans for preventing and mitigating the consequences of natural disasters on the road system under their management; organize inspections of infrastructure before the rainy season, promptly addressing any damage or deficiencies to ensure the safety of the structures.

Advise the Provincial People's Committee to issue regulations clearly outlining the responsibilities of local authorities at all levels and relevant sectors in enforcing compliance with regulations regarding encroachment and illegal use of road safety corridors and road infrastructure; and ensuring proper connection to national highways.
