The effectiveness of decentralization in simple rural transport investment

The main road of Nam Phu village, Nam Da commune was built by the people according to the rural traffic standards of level B, nearly 1,200 m long with a total capital of over 2 billion VND, with the people contributing nearly 200 million VND.

In Nam Da commune, in recent years, many sections and rural roads have been upgraded and expanded by local people and authorities. The decentralization in investment in simple rural traffic works has helped the locality to complete and maintain the criteria for traffic in villages, hamlets, and hamlets. Specifically, the main road in Nam Phu village was built by the people according to the B-level rural traffic standards, nearly 1,200 m long with a total capital of over 2 billion VND. The road surface, sidewalk and drainage system have a roadbed width of 7 m, a road surface width of 5 m, and sidewalks on each side of 1 m.

Many people have proactively cleared the land and donated land to expand and upgrade the road. Mr. Huynh Minh Sang - Nam Phu village said that the villagers have contributed nearly 200 million VND and donated a large area of land, crops, and architectural structures. He and the villagers discussed openly and signed a contract with the local construction contractor. During the construction days, he both worked and supervised, so the quality of the project was guaranteed.

According to the leader of Nam Da Commune People's Committee, thanks to the good implementation of decentralization in investing in simple traffic works, the commune has completed the traffic criteria in building new rural areas. In the period of 2021 - 2025 alone, the locality has mobilized billions of dong from the community along with the State budget to complete 12 km of road, hardening 100% of the main roads.

Faced with higher demands, the commune continues to propagate and mobilize with the motto "State and People work together", implementing the slogan: "Wherever the road is built, the people will be rich", "People donate 1, get 2" to help people understand their role as both the subject and the beneficiary.

The 1km Doc Dau road section in Bac Gia Nghia ward is both curved and steep, causing many difficulties for people when traveling. However, in the past 3 years, this road section has become much more convenient thanks to the proactive upgrading, expansion and solidification. 29 households living along the road, who frequently travel back and forth, have contributed money, materials, material transport vehicles and labor days to "put on a new coat" for the road section.

Mr. Nguyen Van Hong - a resident participating in the road construction said: "The solidified and expanded Doc Dau section has created much more favorable conditions for people in economic development, especially in transporting agricultural materials and agricultural products such as coffee, pepper, and livestock, so people's economic life is increasingly prosperous, especially in the past 2 years when coffee and pepper prices are quite high."

Information from the People's Committee of Bac Gia Nghia Ward said that in recent years, implementing the policy of the State and the People working together, many sections and traffic routes in villages, hamlets, and residential groups in the area have been proactively upgraded and completed by the people, helping the locality complete the new rural program.

According to the Department of Agriculture and Environment, in implementing national target programs, in recent years, the provincial levels and branches, according to their functions and tasks, have proactively issued plans and documents guiding the implementation of many components of the New Rural Development Program under their responsibility. In particular, every year, timely guidance is given to remove difficulties and obstacles in the implementation process, especially in organizing implementation and disbursement of assigned capital; striving to disburse all assigned capital according to regulations.

For infrastructure projects with simple, uncomplicated techniques and already designed models such as rural roads and intra-field canals, localities proactively decentralize and delegate authority to the local community to organize and implement them themselves in order to mobilize the active participation and contribution of the people. This is an effective way to maximize the role of the people, Party committees, authorities, and grassroots front organizations in building new rural areas.
