On the morning of January 10th, in Hanoi, Comrade Truong Thi Mai, Member of the Political Bureau, Standing Member of the Secretariat of the Central Committee, Head of the Central Organization Department, and Deputy Head of the Central Steering Committee on Anti-Corruption and Negative Phenomena, chaired a nationwide online conference to summarize the work of the Party's internal affairs sector and the activities of provincial-level anti-corruption and negative phenomenon steering committees in 2023, and to outline directions and tasks for 2024.

Attending the conference at the Thai Binh branch were: Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Anti-Corruption and Negative Phenomena; Comrade Hoang Thai Phuc, Member of the Standing Committee, Head of the Provincial Internal Affairs Committee, Permanent Deputy Head of the Provincial Steering Committee; members of the Provincial Party Standing Committee, members of the Provincial Steering Committee; and leaders of the Provincial People's Committee.
In 2023, the entire Party's internal affairs sector and provincial-level anti-corruption and anti-negative practices steering committees made strenuous efforts to successfully complete the tasks outlined in the program and plan, contributing to the promotion of anti-corruption and negative practices, maintaining political stability, socio-economic development, and strengthening the people's trust. Specifically, they focused on researching, advising, proposing, and implementing the Party's major viewpoints, policies, and orientations, as well as the State's laws on internal affairs, anti-corruption and negative practices, and judicial reform. Guidance, supervision, inspection, and monitoring in the fields of internal affairs, anti-corruption and negative practices, and judicial reform saw many innovations, improving quality and effectiveness. They proactively coordinated and advised on the timely handling of complex and sensitive issues related to national defense and security. The internal affairs departments of provincial and city Party committees have seriously and effectively implemented the thematic emulation plan on "detecting and advising Party committees on leadership and direction in handling corruption cases and incidents; proactively advising and proposing solutions to complex and prominent issues of security and order in the area." The entire sector has focused on advising on the development and effective implementation of the 2023 work program of the Central Steering Committee and the provincial-level anti-corruption and anti-negative practices steering committees, contributing to creating new progress and breakthroughs in the fight against corruption and negative practices at both the central and local levels. Although newly established, the provincial-level anti-corruption and anti-negative practices steering committee has promptly streamlined its organizational structure, perfected its regulations and working procedures, and its operations are becoming increasingly orderly and systematic, creating a clear transformation in the fight against corruption and negative practices at the local and grassroots levels. Training and professional guidance have been strengthened; Building a truly loyal, capable, honest, and innovative internal affairs sector within the Party.

During the conference, delegates from various locations focused on clarifying the achievements made in relation to the specific tasks of their respective sectors, localities, and units; they also proposed tasks and solutions to contribute to the effective implementation of the Party's internal affairs sector and the provincial-level steering committee for preventing and combating corruption and negative practices in the coming period.

Speaking at the conference, Comrade Truong Thi Mai, Member of the Political Bureau, Standing Secretary of the Central Committee, Head of the Central Organization Department, and Deputy Head of the Central Steering Committee on Anti-Corruption and Negative Phenomena, emphasized: 2024 is a year of special significance in successfully implementing the Resolution of the 13th National Congress of the Party, requiring the Party's internal affairs sector and the provincial-level steering committees on anti-corruption and negative phenomena to make great efforts and demonstrate high determination to advise and direct the further strengthening of internal affairs, anti-corruption and negative phenomena prevention and control, and judicial reform. This includes focusing on researching, evaluating, and fully analyzing the objective and subjective causes of violations to find solutions for remediation; and emphasizing the principle of "prevention is better than cure." It is also necessary to continue researching, reviewing, advising, and proposing improvements to the Party's regulations and rules on internal affairs, anti-corruption and negative phenomena prevention and control, and judicial reform. Strengthen and improve the effectiveness of guidance, monitoring, urging, inspection, and supervision of the implementation of the Party's guidelines and resolutions, and the State's policies and laws on internal affairs, anti-corruption, and judicial reform. Focus on advising and directing the removal of difficulties and obstacles, and accelerating the investigation, prosecution, and trial of cases under the supervision and direction of the Central Steering Committee and provincial-level anti-corruption steering committees. Continue to review and include serious, complex, and publicly-attracting corruption and negative cases under the supervision and direction of the steering committees.
The comrade requested that every cadre and Party member, especially the leaders in each agency, organization, and locality, must pay utmost attention to self-cultivation, self-reflection, self-correction, exemplary conduct, and ensuring that words are matched by actions. They must resolutely and persistently fight against, prevent, and repel corruption with higher political determination, stronger actions, and greater effectiveness; closely combining proactive prevention with proactive detection and serious, timely handling without any forbidden areas or exceptions of acts of corruption, waste, cover-up, tolerance, or complicity in corruption. They must coordinate and leverage the strength of the entire political system and the people, implementing a comprehensive set of political, ideological, organizational, administrative, economic, and criminal measures; considering the prevention and fight against corruption and negative phenomena as a particularly important task in Party building and rectification, and in building a clean and strong political system.
