Perfecting the personnel and apparatus of the National Assembly and the Government

On February 18, at the 9th extraordinary session, the National Assembly passed resolutions on the organization of the National Assembly and Government apparatus; and at the same time, perfected the personnel of the new apparatus.

The National Assembly has two more vice presidents.

According to the approved resolution, the new organization of the National Assembly includes the Ethnic Council and 7 committees, 4 committees less than the current number, including: Committee on Law - Justice; Committee on Economy - Finance; Committee on Culture - Society; Committee on National Defense - Security - Foreign Affairs; Committee on Science - Technology - Environment; Committee on People's Aspirations - Supervision; Committee on Delegation Work.

Regarding the number of members of the National Assembly Standing Committee, according to the resolution passed by the National Assembly, there are 19 people: the Chairman of the National Assembly , 6 Vice Chairmen of the National Assembly, and 12 members of the National Assembly Standing Committee. The number of members of the National Assembly Standing Committee increased by 1 person compared to the present.

After passing the resolutions on structure and organization, on the same day, the National Assembly elected Vice Chairmen of the 15th National Assembly for Mr. Le Minh Hoan, former Minister of Agriculture and Rural Development, and Mr. Vu Hong Thanh, former Chairman of the National Assembly Economic Committee.

General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man presented flowers to congratulate the Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, and Chairman of a number of Committees of the 15th National Assembly; and approved the Prime Minister's proposal on the appointment of Deputy Prime Ministers and Ministers for the 2021-2026 term.

The National Assembly also dismissed Ms. Nguyen Thuy Anh, former Chairwoman of the Social Affairs Committee, from her position as a member of the National Assembly Standing Committee to take on the role of Standing Member of the Economic and Social Subcommittee of the 14th National Party Congress. At the same time, the National Assembly also elected Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, as a member of the National Assembly Standing Committee.

The government has 7 deputy prime ministers.

Regarding the organization of the Government apparatus, according to the approved resolution, the Government apparatus consists of 14 ministries and 3 ministerial-level agencies. The 14 ministries include: National Defense; Public Security; Foreign Affairs; Home Affairs; Justice; Finance; Industry and Trade; Agriculture - Environment; Construction; Culture - Sports - Tourism; Science - Technology; Education - Training; Health; Ethnicity - Religion. The three ministerial-level agencies include: State Bank of Vietnam; Government Inspectorate and Government Office.

Of which, 6 new ministries were established on the basis of rearranging ministries and agencies, including: Ministry of Finance (merging the Ministry of Planning and Investment and the Ministry of Finance); Ministry of Construction (merging the Ministry of Construction and the Ministry of Transport); Ministry of Agriculture and Environment (merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment); Ministry of Science and Technology (merging the Ministry of Information and Communications and the Ministry of Science and Technology); Ministry of Home Affairs (merging the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs); Ministry of Ethnic Minorities and Religions (based on the Ethnic Minorities Committee and the functional part, organizational structure on religion from the Ministry of Home Affairs).

The Government has 25 members, including the Prime Minister, 7 Deputy Prime Ministers, 14 Ministers and 3 heads of ministerial-level agencies. Of which, Deputy Prime Minister Bui Thanh Son concurrently holds the position of Minister of Foreign Affairs, with 24 members in the Government apparatus.

Before voting to approve the appointment of the new Deputy Prime Minister and ministers, the National Assembly passed a resolution approving the Prime Minister's proposal to dismiss Mr. Nguyen Thanh Nghi from the position of Minister of Construction for the 2021-2026 term and Mr. Huynh Thanh Dat from the position of Minister of Science and Technology for the 2021-2026 term.

After approving the organizational structure and the number of members of the Government, the National Assembly carried out the process of approving the appointment of Deputy Prime Ministers. Accordingly, the National Assembly approved the appointment of Mr. Nguyen Chi Dung, former Minister of Planning and Investment, and Mr. Mai Van Chinh, former Deputy Head of the Central Committee for Mass Mobilization, to hold the position of Deputy Prime Minister for the 2021-2026 term. The Government currently has 7 Deputy Prime Ministers according to the structure approved by the National Assembly, including Mr. Nguyen Hoa Binh (Permanent Deputy Prime Minister), Tran Hong Ha, Le Thanh Long, Bui Thanh Son, Ho Duc Phoc, Nguyen Chi Dung, and Mai Van Chinh.
