Kon Tum tightens mineral exploitation activities

Kon Tum Provincial People's Committee has just issued a decision on establishing a Council to appraise the Project on closing mineral mines in the province, in order to manage and protect unexploited minerals and allocate (reclaim) land to local management according to the provisions of the law on land and other relevant laws.

According to the decision, the Chairman of the Kon Tum Provincial People's Committee assigned the Vice Chairman of the Provincial People's Committee in charge of geology and minerals to be the chairman of the council; the Director of the Department of Agriculture and Environment is the vice chairman of the council.

The Council for Appraisal of Mineral Mine Closure Projects is responsible for appraising mineral mine closure projects under the approval authority of the Provincial People's Committee according to the provisions of law; advising the Provincial People's Committee for consideration and decision.

Kon Tum Provincial People's Committee directed departments and branches to strengthen inspection and examination work, and resolutely handle acts of not closing mines in accordance with legal regulations.

According to the Department of Agriculture and Environment, by the end of 2024, there were 57 licenses for sand, stone and landfill exploitation in the province. Specifically, there were 39 sand exploitation licenses with a total reserve of 1.4 million m3, total capacity of 264 thousand m3/year; 13 stone exploitation licenses with a total reserve of 4.8 million m3, total capacity of 463 thousand m3/year; 3 landfill licenses with a total reserve of 4 million m3, total capacity of 1 million m3/year. Through inspection, most organizations and individuals exploiting minerals (KTKS) ensure according to the design scale, basically meeting the demand for construction materials (VLXD) supply in the province.

In addition, in the province, there are currently 36 mines that won the auction for the right to conduct mineral exploration and are implementing legal procedures to be granted mineral exploration licenses, of which 18 mines that won the auction in 2024 are preparing documents for granting mineral exploration licenses; 4 mines have been granted exploration licenses but have not yet approved mineral reserves; 3 mines have approved mineral reserves but have not yet submitted documents for investment policy approval; 5 mines have not yet re-submitted documents for approval of investment policy.

The valid licenses for sand and fill exploitation basically meet the demand for construction materials in the province. Regarding stone exploitation projects, there are currently only 13 valid quarries in Kon Tum city, Sa Thay, Dak Ha, Dak To, Kon Plong, Kon Ray, Dak Glei districts; Ngoc Hoi, Tu Mo Rong, Ia H'Drai districts do not have quarries. Therefore, the supply of stone materials in some districts has not met the demand; transporting stone from other places increases the cost, affecting the construction estimates of projects as well as the economy of the people.

Recently, the leaders of the Provincial People's Committee inspected the actual situation of KTKS mines for common construction materials in Kon Plong, Kon Ray districts, and Kon Tum city. Through the inspection, the provincial leaders requested the Departments of Finance, Industry and Trade, Agriculture and Environment, Construction, and People's Committees of districts and cities to strengthen supervision and inspection of KTKS; control prices and supply of raw materials for construction works and projects in the province; at the same time, advise the Provincial People's Committee to take strict measures to handle project investors and contractors who are behind schedule and have negative signs in order to increase the estimated value of the project for profit.

The Provincial People's Committee also requested the Department of Agriculture and Environment to speed up the process of handling procedures according to the provisions of law, promptly put the auctioned mines into operation according to the design, meeting the demand for construction materials and land for leveling to serve the works and projects in the province. Proactively advise and propose the Provincial People's Committee to cancel the auction results and terminate the investment projects in cases where after winning the auction for the right to KTKS, there are signs of speculation, procrastination, delay in carrying out legal procedures, price inflation, hoarding, and failure to provide materials to implement investment projects in the area according to the set goals. Resolutely handle acts of not closing the mines in accordance with the provisions of law.

In addition, the Department of Finance, Industry and Trade and People's Committees of districts and cities are assigned to strengthen inspection and examination of construction material exploitation, production and trading units in the locality; promptly rectify and strictly handle violations according to regulations.
