Promoting the potential and advantages of forests

The implementation of policies to support forest protection and forest protection contracts in Bac Kan has been effectively implemented by all levels, sectors and localities. In particular, the community, households and individuals have raised awareness and actively participated in forest protection activities. Many areas of natural forests and upstream protection forests are being improved in quality.

Forest rangers focus on managing and protecting forests with new technology.

Bac Kan is the province with the highest forest coverage in the country with 73.28%. Forest protection and development in the province in recent years has received attention from local Party committees, authorities at all levels and functional sectors. Support policies have been well directed and implemented, initially bringing positive results in forest protection and development, contributing to environmental protection, natural disaster mitigation, climate change response, job creation, income increase, poverty reduction, and improving people's lives.

Protect large timber forests to promote forest value in many aspects.

Implementing Sub-project 1, Project 3 on supporting production in the agricultural sector under the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, the area of ​​forest protection contracted in the province has increased every year. By 2024, the whole province has contracted more than 138,155 hectares of forest protection to 744 village and hamlet communities and 12,884 households.

Support for forest protection for planned forests as protection forests and production forests as natural forests has been allocated to communities and households over 71,236 hectares/59 communities and 12,865 households. Over 28,000 hectares of special-use forests have been well protected by Forest Management Boards according to approved forest management plans, in which priority has been given to local communities to protect forests every year. The disbursement result for forest protection contracts and forest protection support in the period 2021-2024 is 124 billion 750 million VND (an annual average of about 31,187 million VND).

Towards adaptation and meeting international standards

According to Mr. Nguyen My Hai, Deputy Director of the Provincial Department of Agriculture and Environment: With the potential of the existing natural forest area, in the coming time, the industry will continue to advise the province and coordinate with districts and cities to fully implement investment policies and investment support according to state programs and projects for people and forest owners in the area, especially Decree No. 58/2024/ND-CP dated May 24, 2024 of the Government on a number of investment policies in forestry.

Effectively implement the Sustainable Forest Management and Forest Certification Project of Bac Kan province for the period 2021-2030 approved by the Provincial People's Committee in Decision No. 1022/QD-UBND dated June 9, 2022; Resolution No. 10-NQ/TU dated April 22, 2021 of the Provincial Party Committee on developing agriculture and forestry towards concentrated commodity production, expanding production linkages along the value chain, associated with new rural construction for the period 2021 - 2025...

Mr. Nguyen My Hai, Deputy Director of the Department of Agriculture and Environment, said solutions to protect and develop sustainable forests in the coming time.

Continue to support people to do a good job of protecting and developing forests, and at the same time, orient in the coming period to focus on promoting the planting of large timber forests, multi-purpose trees with high economic value, planting medicinal herbs under the forest canopy... contributing to the development of concentrated raw material areas associated with processing and consumption to create livelihoods, stabilize life and increase income for people from the forest.

Encourage and create all favorable conditions to support economic sectors to participate in investing, managing, and exploiting the potential and advantages of forests and forestry land in the province; attract organizations and enterprises to join joint ventures and associate with forest owners from the stages of selecting seeds, planting, caring for planted forests, exploiting, processing and consuming products. Gradually improve forest quality to achieve FSC standards (the most popular standard for sustainable forest management globally).

Mr. Dong Lam Thanh, Chairman of Phuong Vien Commune People's Committee, informed about solutions to protect the upstream forest of Cau River in the coming time.

In order to attract and promote resources from the province, enterprises, domestic and international organizations to support the province in participating in the carbon market, the Provincial People's Committee has agreed in principle to allow a number of enterprises and cooperatives to conduct surveys and evaluate the area of ​​planted forests in the area to establish sustainable forest management records and issue sustainable forest management certificates in the area with a total expected area of ​​about 13,000 hectares (Binh Minh HP Joint Stock Company granted 4,000 hectares of acacia trees in Cho Moi district; Ke Go Company Limited granted 3,000 hectares of tallow trees in Cho Don district; An Thanh Cooperative granted 6,000 hectares of acacia, tallow, and eucalyptus trees in Cho Moi district).

Solutions for sustainable forest protection and development

Forests are not only valuable resources but also play an essential role in responding to climate change, protecting biodiversity and developing the economy and society. However, forests are still facing many risks such as illegal logging, forest fires, land degradation, etc. Therefore, proposing solutions to protect and develop forests in a sustainable manner is an urgent requirement today.

Therefore, according to Associate Professor, Dr. Duong Hong Son, Director of the Institute of Water Resources Science (Ministry of Agriculture and Environment): In order for the Cau River and many other rivers and streams in Bac Kan to increase and maintain water flow, protecting and developing forests in a sustainable manner is one of the best solutions today. Along with that, the competent authorities of Bac Kan province need to continue to perfect the system of legal documents related to forestry, strengthen sanctions for violations. Apply technology such as remote sensing images, GPS, surveillance cameras... to monitor forest changes, water resources changes. Improve the capacity of forest rangers and local authorities in inspecting and handling acts of encroachment on forests, water resources and the environment.

On the other hand, it is necessary to strengthen coordination between provinces in the region and ministries, localities, and social organizations to mobilize combined strength. Call for international projects to provide technical and financial support in the field of sustainable forestry. Further strengthen propaganda activities on the value of forests and the role of communities in forest protection. Expand the implementation of the policy on payment for forest environmental services and forest protection contracts to increase income for forest protectors. Strengthen monitoring and transparency of payments so that the policy is truly effective and fair, contributing to promoting the economy and quality of life of forest protectors./. (End)
