At the working session held before the signing ceremony, the two sides discussed and agreed on directions and measures to further strengthen the friendship and cooperation between Vietnam and the Dominican Commonwealth.

Minister of Foreign Affairs Bui Thanh Son expressed his pleasure to meet Minister Vince Henderson again; highly appreciated the results of Minister Vince Henderson's visit to Vietnam in March 2023, the first visit by an official of the Government of the Commonwealth of Dominica in the context of the two countries celebrating the 10th anniversary of establishing diplomatic relations (November 1, 2013 - November 1, 2023). Based on the exchanges during Minister Vince Henderson's visit to Vietnam, Minister Bui Thanh Son suggested that the two sides continue to coordinate closely to implement the agreed measures; at the same time, increase bilateral delegation exchanges; encourage and facilitate the business communities of the two countries to exchange information, connect, and seek information opportunities; Consider promoting negotiations on economic and trade agreements such as double taxation avoidance, investment promotion as well as cooperation agreements in the fields of science, technology, education, agriculture, etc., thereby actively contributing to strengthening and further developing bilateral relations.

For his part, Dominica's Minister of Foreign Affairs, Foreign Trade, Commerce and Energy Vince Henderson said that Dominica always attaches importance to and wishes to strengthen relations with Vietnam; highly appreciated the close coordination between the Ministry of Foreign Affairs and the Consulate General of the Commonwealth of Dominica, located in Ho Chi Minh City in arranging the Minister's visit to Vietnam, as well as promoting the completion of procedures for signing the Visa Exemption Agreement for Diplomatic and Official Passport holders of the two countries. Minister Vince Henderson emphasized that the signing of the Agreement is an important step forward in the relationship between the two countries and believes that with the efforts of the two countries, the relationship between Vietnam and Dominica will continue to have breakthrough developments in the future.

The two sides agreed to strengthen coordination and mutual support at multilateral forums, especially the United Nations, as well as other multilateral forums and international organizations; and will continue to coordinate to strengthen cooperation between Vietnam and countries in the Caribbean Community of States (CARICOM) as well as between Dominica and ASEAN countries./.
