23rd session of the Provincial People's Council: Timely decision on urgent issues to serve socio-economic development and national defense and security

On the afternoon of October 18, in Vinh City, the 18th People's Council of Nghe An province, term 2021 - 2026, opened its 23rd session (Special session). Dear delegates!

In order to promptly decide on urgent issues within its authority to serve socio -economic development and ensure national defense and security, based on the proposal of the Provincial People's Committee, the Standing Committee of the Provincial People's Council convened the 23rd session. This is the 4th thematic session held in 2024 with many important contents, specifically:

Firstly, consider and approve support policies for cadres, civil servants, public employees, labor contract workers, part-time workers and other redundant subjects due to the reorganization of district and commune-level administrative units in the province. This is a separate policy of the province in addition to the policies on streamlining the payroll according to the Government 's regulations, aiming to encourage and motivate those affected by the reorganization of administrative units, creating conditions for localities in perfecting, reorganizing and stabilizing the apparatus when implementing major policies of the Party and State.

Second, consider and approve the list of land plots for bidding to select investors to implement projects using land for the Quynh Lap LNG Power Plant project - one of the important projects under the National Power Development Plan for the period 2021 - 2030, with a vision to 2050; approve the 1/2000 scale construction zoning plan for area D, in Nam Cam Industrial Park. Approve the policy and adjust the investment policy of the projects; the list of works and projects that must reclaim land, change the purpose of land use, change the purpose of forest use to other purposes to implement the projects, creating a basis to speed up the progress of works and projects, promote the efficiency of resources; attract investment, promote socio-economic development.

Overview of the Session.

Third, adjust the medium-term public investment plan; give opinions on the report on the implementation of the medium-term public investment plan for the 2021-2025 period and the expected demand for the medium-term public investment plan from the state budget for the 2026-2030 period.

Adjusting the central budget for public service to implement the national target program on sustainable poverty reduction; approving the adjustment of revenue, expenditure and payment estimates to the state budget from retained fees, allocating local budgets. Giving opinions on the percentage of land rental price; the number of cars for general service in agencies and units in the province and some other contents under its authority.
