At the meeting, the Provincial People's Council reviewed, discussed and gave opinions on important and urgent issues directly related to people's lives and the socio -economic development of the province, such as: Financial and budget mechanisms for each level of government in the new period; expected public investment plan for 2026 and decided to adjust and supplement the medium-term public investment plan for the period 2021 - 2025, public investment plan for 2025. Some important mechanisms and policies directly related to people's lives, businesses and State management, such as: Loan policy for poor households; regulations on fees in the fields of environment, land, agriculture, culture, sports and tourism; temporary assignment of commune-level cadres and civil servants, number of people working with salaries from the state budget in public service units in 2025...

At the Session, on the basis of reviewing the contents, current legal regulations and the actual situation of the locality, the Provincial People's Council discussed, objectively and comprehensively assessed and unanimously passed 13 specialized Resolutions.

The adopted Resolutions have promptly institutionalized the Party's guidelines and the State's policies, which have practical significance, both perfecting mechanisms and policies and opening up new driving forces for the province's socio-economic development in 2025 and the following years.

In his closing speech, Chairman of the Provincial People's Council Nguyen Dang Binh affirmed that with the spirit of urgent, serious, democratic and highly responsible work, the session completed all the contents and programs set out and was a great success. He requested that the Provincial People's Committee, departments, branches and localities urgently organize the implementation of the resolutions; at the same time, step up the propaganda and dissemination of the resolution's contents to voters and people so that the policy can soon come into life. The Standing Committee, committees and delegates of the Provincial People's Council need to continue to promote their supervisory role, ensuring the effective and practical implementation of the resolution.
Resolutions passed at the Session 1. Resolution on adjusting and supplementing the Medium-term Public Investment Plan for the period 2021 - 2025 and the Public Investment Plan for 2025 of Thai Nguyen province. 2. Resolution approving the proposed 2026 public investment plan of Thai Nguyen province. 3. Resolution on adjusting Resolution No. 104/NQ-HDND dated December 10, 2024 on approving the repayment plan for the loan capital and the repayment source to implement the project on Developing infrastructure adapting to climate change to support production for ethnic minorities in the northern mountainous and midland provinces, and Thai Nguyen province. 4. Resolution approving the repayment plan for the loan capital to implement the project on Developing climate change-adaptive infrastructure to support production for ethnic minorities in the northern mountainous and midland provinces, and Bac Kan province. 5. Resolution regulating the decentralization of revenue sources, expenditure tasks and the percentage (%) of revenue division among budget levels of Thai Nguyen province for the period 2026 - 2030. 6. Resolution regulating the allocation norms for regular expenditure estimates of Thai Nguyen province's budget in 2026. 7. Resolution regulating the level of business trip and conference expenses for agencies, organizations and units under the management of Thai Nguyen province. 8. Resolution regulating the mechanism and policies for lending to poor households and other policy subjects from local budget sources entrusted through the Social Policy Bank in Thai Nguyen province. 9. Resolution regulating the collection rates, collection, payment, management and use of a number of fees in the environmental field in Thai Nguyen province. 10. Resolution regulating the collection, exemption, reduction, collection, payment, management and use of a number of fees in the land sector in Thai Nguyen province. 11.
