The Party Committee of the Provincial Agencies and Enterprises Bloc currently has 152 grassroots Party Committees and Party cells with nearly 8,400 Party members. Since the beginning of the 2020-2025 term, the Party Committee of the Bloc has continuously innovated its leadership methods, built a clean and strong grassroots Party organization, effectively carried out assigned political tasks, and made an important contribution to the socio-economic development of the province.

Synchronously and comprehensively deploy tasks

With the comprehensive leadership and direction of the Provincial Party Committee, directly the Provincial Party Committee Standing Committee, the Standing Committee of the Provincial Party Committee; the coordination and facilitation, guidance and timely support of the Provincial Party Committee's Party Building Committees; the Executive Committee, the Standing Committee and the Standing Committee of the Party Committee of the Bloc have always been united and unified in leading, directing, deploying, organizing and implementing tasks with focus and key points; always closely following the working regulations, ensuring the principles of democratic centralism, collective leadership and individual responsibility, creating high consensus and unity in the entire Party Committee. With the determination to comprehensively deploy and gradually bring the Party building work into depth, right from the beginning of the term, the Party Committee of the Bloc has developed and issued 3 thematic resolutions on strengthening political and ideological work in the new situation; improving the leadership capacity, fighting strength of grassroots party organizations and the quality of party members; building culture in agencies, units and enterprises with many creative and effective solutions. Up to now, the resolutions have really come into life, creating clear changes in the fields according to the set goals.

In carrying out its political tasks, the Party Committee of the Bloc always focuses on promoting political, ideological and ethicaleducation in a suitable, in-depth, scientific and effective manner. The content and methods of thoroughly grasping the Party's directives and resolutions; organizing political theory training courses, training for Party cell secretaries and grassroots Party committee members are innovated to suit each type of Party organization, mass organization, cadre, Party member, civil servant, employee, worker and student. Studying and following Ho Chi Minh's ideology, morality and style is identified as an important content in the resolutions of the Party Congress of the Bloc and the congresses of Party cells and grassroots Party committees. Party committees at all levels coordinate with leaders of agencies, units and enterprises to promote studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with the Resolution of the 4th Central Committee (term XI, XII) and the Conclusion of the 4th Central Conference (term XIII) on Party building and rectification and emulation movements of agencies, units, enterprises and organizations; select and focus on directing the implementation of key tasks, resolving outstanding issues; overcoming and correcting limitations and shortcomings pointed out after annual self-criticism and criticism; at the same time promptly preventing, rectifying and strictly handling violating Party members, contributing to building the Party Committee of the Bloc increasingly clean and strong. In particular, the Party Committee of the Bloc has led and directed grassroots Party committees to effectively implement the political and ideological activities to celebrate the 60th anniversary of Uncle Ho's visit to the Party Committee and people of Nam Dinh province (May 21, 1963 - May 21, 2023). In particular, the Standing Committee of the Party Committee of the Bloc directed the effective implementation of the Writing Contest with the theme "Uncle Ho with Nam Dinh, Nam Dinh with Uncle Ho" launched by the province with 8,137 entries and 3 entries received the Second Prize and the Encouragement Prize from the Organizing Committee of the Contest; encouraged cadres and party members in grassroots party organizations to actively participate in contributing to the Workshop "Nam Dinh 60 years of implementing Uncle Ho's teachings" and the Ceremony to celebrate the 60th anniversary of Uncle Ho's visit to the Party Committee and people of Nam Dinh province...

The Party building work was proactively and synchronously implemented. The Party Committee of the Bloc led and directed Party committees at all levels to well perform the functions and tasks of each type of grassroots Party organization according to the regulations of the Secretariat; enhancing the leadership role of Party organizations. In particular, the Party Committee of the Bloc directed the successful organization of the Party cell congresses under the grassroots Party Committees for the 2022-2025 term; reviewed and supplemented the planning of cadres and Party committees for the 2020-2025 term and built the planning of Party committees for the 2025-2030 term in the entire Bloc to ensure quality and within the prescribed time. Timely completed and supplemented the Bloc and grassroots Party committees for the 2020-2025 term. Solutions to improve the leadership capacity, fighting strength of Party organizations and the quality of cadres and Party members were implemented drastically and effectively; the quality of grassroots Party organizations and Party members was improved. For example, in order to consolidate and improve the quality of Party building activities and the leadership of mass organizations, the Standing Committee of the Party Committee of the Bloc has established a Steering Committee to implement Directive 33-CT/TW, directly working with the Party Committees of 15 grassroots Party organizations facing difficulties in Party building work; thereby consolidating and enhancing the leadership of the Party Committees in Party building work, and at the same time dissolving a number of ineffective grassroots Party organizations. The work of developing grassroots Party organizations, Party members and socio-political organizations in agencies, units and enterprises has received attention, especially foreign-invested enterprises. The Party Committee of the Bloc has coordinated with the Provincial Industrial Park Management Board and the Provincial Labor Federation to establish 2 new grassroots Party organizations in industrial parks, creating favorable conditions for Party members in enterprises to participate in Party activities, and at the same time discovering and introducing outstanding people working in enterprises to join the Party ranks.

The work of inspection, supervision and discipline enforcement within the Party has been focused on in accordance with regulations; the timely prevention and handling of violations by Party organizations and Party members, and the resolution of conflicts arising right at the grassroots level have contributed to enhancing the role of grassroots Party organizations and maintaining the stability of agencies, units and enterprises. Since the beginning of the term, the Party Committee of the Bloc and grassroots Party Committees have conducted inspections of 768 Party organizations and 709 Party members; and thematic supervision of 470 Party organizations and 528 Party members. The work of mass mobilization and leadership of political and social organizations has gradually gone into depth, bringing about practical results; the leadership method of Party Committees towards organizations has been innovated, ensuring both maintaining the Party's leadership and promoting the proactiveness, creativity and responsibility of organizations. Promote the implementation of the Grassroots Democracy Charter and government mass mobilization work, contributing to Party building, building strong agencies, units and enterprises.

Results and breakthrough solutions

With the implementation of synchronous and appropriate solutions, the Party building work of the Party Committee of the Provincial Agencies and Enterprises Bloc has achieved positive results. In the past 3 years, the entire Party Committee has admitted 972 Party members; dissolved 7 grassroots Party organizations, and established 6 new grassroots Party organizations; the rate of grassroots Party organizations completing their tasks well or better each year reached 93%, the rate of Party members completing their tasks well or better each year reached 97.08%. Along with strengthening the Party building work, in the leadership of the implementation of political tasks, the Party Committee of the Bloc and Party committees and organizations at all levels have closely coordinated with the collective leadership of agencies, units, and enterprises to proactively and actively advise the Provincial Party Committee, People's Council, and Provincial People's Committee to issue many important and drastic policies and solutions in socio-economic development, building and consolidating the political system in the province; Lead, direct, organize, and motivate cadres, party members, civil servants, public employees, students, and workers to overcome difficulties and strive to fulfill political tasks and production and business. In the past 3 years, despite being affected by the double impact of the COVID-19 pandemic, the Russia-Ukraine conflict, and the global economic crisis, causing prices of some essential goods to increase, most businesses still ensured stable production and business, and sought and expanded markets. Jobs and lives of workers were maintained; security and safety in businesses were maintained. The province's economy has always been stable and had a good growth rate; culture and society continued to change progressively; people's material and spiritual lives were significantly improved; national defense - security, social order and safety were ensured.

Promoting the achieved results, the Party Committee of the Provincial Agencies and Enterprises Bloc continues to improve the leadership capacity and fighting strength of the Party Committee through breakthroughs such as: Continuing to promote the building of a contingent of cadres and party members with strong political will, intelligence, revolutionary ethics, sense of organization and discipline, truly exemplary pioneers, and capable of completing assigned tasks well. Effectively organizing the implementation of regulations on exemplary responsibilities of cadres and party members, especially leaders, in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle. At the same time, perfecting the organizational model for types of grassroots party organizations in the direction of linking grassroots party organizations with leadership in performing political tasks and leading socio-political organizations. Improving the quality of grassroots party organizations, party members, and the quality of party cell activities. Improving the effectiveness and efficiency of inspection, supervision, and enforcement of party discipline; Strive for 100% of Party committees and organizations and 50% or more of Party committee members at all levels to be inspected and supervised during the term. Effectively implement mass mobilization work; promote the role of political and social organizations in participating in Party building, building agencies, units and enterprises.

With that determination, we believe that the Party Committee of the Provincial Agencies and Enterprises Bloc will make many positive contributions together with the Party Committee and people in the province to successfully implement the resolutions of the Party Congresses at all levels, building Nam Dinh to be increasingly rich, civilized and happy./.
