“4 yes, 3 no” is the guiding principle
The 2025 high school graduation exam will be held for the first time under the 2018 GeneralEducation Program, marking a major shift in assessing the quality of general education after many years of implementing the old program (2006 General Education Program).
At the training conference on inspection and examination of high school graduation exams held on May 27, Deputy Minister Pham Ngoc Thuong emphasized that this year's exam has many new points in terms of invigilation, room arrangement, printing and transporting exam papers. The exam takes place in the context of the whole country rearranging local governments at two levels; inspectors of departments, ministries and branches are arranged to be government inspectors , and district police are assigned to commune police. In order to avoid interruptions in the organization of the exam before, during and after the exam, localities must be proactive, ensuring security and safety must be given top priority.
Mr. Thuong emphasized the viewpoint of "4 rights, 3 no's", in which the "4 rights" are: correct regulations and exam instructions; correct and sufficient procedures; correct assigned positions, responsibilities and tasks; and correct timing to promptly handle unusual situations and incidents. The "3 no's" are: no negligence, subjectivity; no excessive stress and pressure; no arbitrarily handling unusual situations and incidents, which have been thoroughly implemented in the organization of the 2024 high school graduation exam and emphasized that this is still the spirit of the 2025 exam.
The Ministry of Education and Training has coordinated with the professional departments of the Ministry of Public Security such as A03, A04, A05, A06 to provide training on fraud prevention, especially high-tech fraud, using artificial intelligence - AI. Colonel Pham Long Au, Deputy Director of the Department of Professional Techniques (A06), Ministry of Public Security, emphasized that the use of high-tech devices for cheating is increasingly sophisticated and worrying. The devices are often micro-earpieces, disguised cameras, and smart communication devices, which pose a big challenge to exam invigilators. "Therefore, in addition to organizing training to help identify and detect, localities need to select experienced exam invigilators with a high sense of responsibility," he said.
Regarding the inspection work for the exam, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that the difference this year is that the exam sites have two groups of candidates following two exam programs (candidates of the 2018 program and candidates following the old program). Although there are 25,000 candidates of the old program taking the exam, according to a survey by the Ministry of Education and Training, most of the exam sites are organized specifically for this group, so the inspection must be very careful to avoid confusion. For candidates taking the exam according to the 2018 program, there will be differences compared to previous years because there are many subjects in the exam room, so there are many exam codes, causing difficulties for the exam supervisors.
According to Mr. Huynh Van Chuong, the Ministry has deployed very early and synchronously the exam preparation activities, from building a question bank, training teachers, to checking, monitoring and perfecting the information technology system serving the exam.
Urgently deploy appropriate solutions
Localities such as Hanoi, Da Nang, Quang Nam, Quang Binh... with their own scale and characteristics have proactively implemented appropriate solutions to ensure the exam takes place safely, seriously and fairly.
Hanoi is currently the locality with the largest number of candidates taking the exam with nearly 125,000 students, accounting for more than 1/10 of the total number of candidates nationwide. With such a large scale, the organization of the exam in Hanoi is planned in detail by the city's Department of Education and Training, with the spirit of "6 clear" to ensure that all stages from registration, invigilation, and grading are carried out seriously and effectively.
The Hanoi Department of Education and Training has arranged more than 250 examination sites with more than 5,500 examination rooms, a significant increase compared to last year, to ensure the best conditions for candidates. In particular, more than 5,100 independent candidates are given close attention to ensure their rights and fairness in the exam.
Chairman of the Hanoi People's Committee Tran Sy Thanh has directed units to coordinate closely and prepare response plans for any situation that may arise. In addition, the fact that the exam takes place right before Hanoi is about to operate a new administrative apparatus creates even more pressure, making it even more important to ensure personnel and uninterrupted operations. Coordination between the Departments, Police, Health and related sectors is closely implemented to ensure security, safety and health for candidates and officials participating in the exam.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, also said that the unit has prepared a thorough training plan for officials, teachers, invigilators, and examiners. In addition, a backup personnel plan has also been prepared to respond promptly if there are any changes. The list of exam sites in the city is expected to be announced on June 4, as a basis for localities to develop detailed implementation plans and assign specific responsibilities.
In Da Nang, with more than 14,000 candidates following the 2018 General Education Program and nearly 400 candidates following the old program, preparations have also been carried out systematically. The city's Department of Education and Training has established 37 points for receiving applications, including high schools and continuing education centers for 12th graders and independent candidates. Vice Chairwoman of the Da Nang People's Committee Nguyen Thi Anh Thi emphasized the importance of coordination between units, especially ensuring absolute security and safety during the exam. Ms. Thi also noted that units need to prepare response plans for all situations.
Quang Nam province has nearly 19,000 candidates taking the exam, most of whom are regular high school students and continuing education students, as well as independent candidates. With 63 exam sites arranged in 51 high schools and more than 800 exam rooms, the education sector has focused on preparation work very early. The Quang Nam Department has organized thorough training on exam regulations, exam supervision, and grading. Industry representatives said that the timely direction of the Prime Minister and the Chairman of the Provincial People's Committee has created favorable conditions for units to carry out their tasks with high determination.
The 2025 high school graduation exam is a turning point in the organization of the exam with many innovations in content and form. Therefore, the synchronization and thoroughness in the construction of exam questions, the strengthening of inspection and examination, and the smooth coordination of sectors and localities will be the decisive factors for the success of the exam.
