Lai Chau gives opinions on draft project to streamline apparatus

The conference discussed and gave opinions on the Plan to rearrange the agencies of the Fatherland Front Committee, socio- political organizations, and mass organizations assigned by the Party and the State; dissolve specialized agencies under the People's Committees at the district level, establish specialized agencies under the People's Committees at the commune level after rearrangement and consolidation; and rearrange public service units.

Project to merge Lai Chau Newspaper and Provincial Radio and Television Station; Project to end the activities of district-level Party Committees and commune-level Party Committees; establishment of commune-level Party Committees after reorganization and merger. Giving opinions on adjusting the detailed outline and content of the Political Report and the Report on reviewing the leadership and direction of the 14th Provincial Party Executive Committee to be submitted to the 15th Provincial Party Congress, term 2025-2030.

According to the plan after the organizational arrangement, Lai Chau will reduce 79 specialized departments under the People's Committees of districts and cities; reduce 47 public service units under the People's Committees of districts; reduce 11 public service units under the Department of Health , 65 health stations and 4 regional polyclinics, 25 departments and faculties under public service units under the Department of Health.

Lai Chau Provincial Party Secretary Giang Pao My gave a speech at the conference.

Establish 150 specialized departments, 38 medical service units, 38 General Service Center units under the People's Committees of communes and wards after reorganization and consolidation. Establish 1 public service unit under the Provincial People's Committee (Provincial Land Fund Development Center); 1 public service unit under the Department of Agriculture and Environment; 7 public service units under the Department of Education and Training.

Split 1 department under 3 specialized project management boards into 2 departments under 3 specialized project management boards. Transfer 304 educational public service units to the People's Committees of communes for management.

Project to merge Lai Chau Newspaper and Provincial Radio and Television Station into Lai Chau Newspaper. Lai Chau Newspaper is the mouthpiece of the Party Committee, government and people of Lai Chau ethnic groups, and at the same time is an information bridge between the Party, government and local people; is a public service unit, operating press activities according to Party regulations and State laws. Lai Chau Newspaper after the merger will have 8 specialized departments.

The project to end the activities of district-level Party Committees and commune-level Party Committees; to establish commune-level Party Committees after the rearrangement and consolidation will end the activities of 8 district-level Party Committees and 106 commune-level Party Committees directly under the district and city Party Committees. To establish 38 commune-level Party Committees directly under the provincial Party Committee according to the administrative units after the rearrangement and consolidation.

The Provincial Party Committee will appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the Party Committee at the commune level for the 2025-2030 term. Transfer the political center from being under the district and city Party Committees to being under the commune and ward Party Committees according to the Project.
