Building Cam Lam-Vinh Hao Expressway, no access road for people, farmers cry for help

After the Cam Lam – Vinh Hao Expressway opened to traffic, many farmers in Dong Day village, Phuoc Trung commune, Bac Ai district ( Ninh Thuan province) were stuck in a situation of having no way to transport their agricultural products. They had to take a detour of nearly 10km or walk across the expressway to get to their fields.

For nearly a year now, dozens of farmers working in the fields of Dong Day village, Phuoc Trung commune, Bac Ai district (Ninh Thuan) have been upset because they have no access to their fields after the Cam Lam - Vinh Hao expressway came into operation.

These households have sent "rescue" petitions to relevant agencies and local authorities but so far they have not been resolved.

Indignantly reflecting to PV Dan Viet, Mr. Nguyen Mau in Phuoc Nhon 3 village, Xuan Hai commune (Ninh Hai district) said that his family has had 8 hectares of agricultural land in Dong Day village, Phuoc Trung commune (Bac Ai district) since before 2000 until now.

According to Mr. Mau, this area used to have a common path, so farmers could produce and transport agricultural products very easily.

However, since the Cam Lam - Vinh Hao expressway came into operation, it has cut across this path, causing the road to become a dead end.

"The highway cut my family's land in half, but there was no access road, so it was very difficult to travel. Sometimes I had to cross the highway to go to the fields to take care of the rice because there was no road...", Mr. Mau said.

Farmer Hua Moc, who produces 8 hectares of rice in this area, said that in the past, there was a common path so the distance from the field to home was less than 4km. Currently, to transport agricultural products and agricultural materials, people have to take a detour to provincial road 705 and then to Phuoc Nhon village, which is 3-4 times longer than before, increasing costs.

"Although there is an underpass, there is no access road for people, so farmers have to find their own way. It's already difficult in the dry season, but in the rainy season it's so muddy that they can't go anywhere...", Mr. Moc said.

Not far away, farmer Pham Minh Quoc said that this area used to be flat so there was no flooding. Currently, the highway investor has built an underpass but there is no access road. After a few rains, the underpass has turned into a stream, making it very difficult for farmers to travel.

"There are already roads connecting the people before and after this area, but I don't understand why there are only about 3km left in the middle. People have submitted petitions and waited for a resolution for a whole year, but there is still no news...", Mr. Quoc said.

People donate land waiting for temporary road construction

Talking to Dan Viet reporter, Mr. Ngo Thanh Lam, Vice Chairman of Bac Ai District People's Committee, said that he had recently directed the Department of Economic Infrastructure to coordinate with the Department of Natural Resources and Environment and the People's Committee of Phuoc Trung Commune to inspect and review the actual situation in this area and send a document to Project Management Board 85 ( Ministry of Transport ) on this issue.

Specifically, according to the design documents of the North-South expressway, after crossing existing local residential roads, the project will arrange residential service roads for convenient travel for people.

However, in reality, the section passing through Phuoc Trung commune at Km78+880, Km81+100 has been arranged with residential underpasses connecting with the old and new residential roads with the routes Km78+880, Km81+100. At the same time, at Km79+952, a drainage culvert has been arranged.

To create more favorable conditions for people to travel, produce and transport goods, as well as ensure traffic order and safety in this area, Bac Ai District People's Committee has requested Project Management Board 85 to implement the investment plan to extend the sewer yard and reinforce the roadbed near the sewer yard for people to travel conveniently (upstream and downstream of the sewer has the route Km79+952).

In addition, the District People's Committee also mobilized households to be willing to donate land for Project Management Board 85 to implement the above plan.

Mr. Bui Trong Lai, in charge of project 3, Project Management Board 85, said that to construct residential access roads along the highway, there must be a proposal from the beginning. In this case, the unit has not received a proposal to build residential access roads, so it cannot carry out the construction.

"In the coming time, we will implement the investment plan to extend the sewer yard and reinforce the roadbed near the sewer yard to make it more convenient for people to travel as proposed by the District People's Committee...", Mr. Lai said.

Also according to Mr. Lai, considering the urgent needs of households, if during the construction process households need to donate land, the unit will support machinery to level the ground to make temporary roads to serve the needs of travel and transporting agricultural products.
