According to comrade Giang A Cau, Secretary of the Party Committee of Mu Cang Chai commune, the Action Program must ensure logic, inherit the achievements in the 2020-2025 term, fully reflect the policies, goals, targets and tasks identified in the Resolution of the 1st Congress of Lao Cai Provincial Party Committee and Mu Cang Chai Commune, term 2025-2030.

With the common goal of building a clean and strong Party and political system; effectively exploiting resources; arousing the desire for development, gradually bringing Mu Cang Chai out of poverty and becoming a key tourist destination of the province. Promoting the spirit of the motto 5 clear: "clear people, clear work, clear time, clear responsibility, clear products" in leadership, direction and implementation; encouraging boldly proposing and implementing creative models, new ways of doing things, creating breakthroughs in implementing key tasks, with the following three strategic breakthroughs:

Firstly, create a breakthrough in construction planning in the direction of regional linkage planning associated with management and effective exploitation of planning, mobilize and make the most of resources from the State and socialization, focus on investment in essential infrastructure, focusing on the transportation system and infrastructure serving tourism , connecting, supporting, and maximizing the strengths of Mu Cang Chai commune with other localities.

Strengthening connectivity, regional development, attracting investment, developing economic sectors, especially the private economy. Promote the attraction of investment projects that contribute to socio-economic development, gradually shifting the mindset from "passive" investment attraction to "active" and attracting investment with focus, especially tourism development infrastructure, associated with the development philosophy of the commune "green, harmonious, unique and happy". Pay attention to the good implementation of administrative procedure reform and improving the investment and business environment, serving and improving the quality of investment attraction.

Second, make a breakthrough in thinking about developing tourism economy; attract investment in the trade and service sectors of commune center clusters; build destinations and products for eco-tourism, community tourism, resorts, and unique cultural tourism; deploy tourism digitalization to develop sustainable tourism (four-season tourism).

Exploiting potentials and promoting advantages to promote tourism development in a proactive and sustainable direction and become a spearhead in economic development, contributing to shifting the local labor structure; mobilizing all investment resources with focus and key points for the tourism sector; at the same time, focusing on developing tourism associated with preserving and promoting national cultural identity, developing agriculture, protecting the ecological environment, contributing to rapid and sustainable poverty reduction.

Third, build aspirations for development and escape from poverty; develop sustainable, multi-purpose agricultural and forestry models, grow medicinal plants under forest canopy, combine forest and environmental protection; develop livestock farming in the direction of biosafety.

Create a synchronous and modern infrastructure platform to serve socio-economic development. Effectively connect transport infrastructure, digital infrastructure, tourism infrastructure and agricultural infrastructure, creating favorable conditions for production, consumption, investment attraction and community tourism development. Increase the rate of socialized investment in local priority areas such as tourism, high-tech agriculture, services and digital infrastructure.

Maximize the potential of land, resources, and natural landscapes towards green, sustainable development and adaptation to climate change. Promote economic restructuring, increase people's income, contribute to the goal of building new rural areas and sustainable poverty reduction.

Orientation to change the mindset of purely agricultural development to agricultural economic thinking; develop medicinal plants; clean vegetables; link and form highland markets in the central clusters of neighboring communes to create conditions for people to exchange goods and agricultural products. Promote comparative advantages and natural conditions to develop key products, specialties, organic products, OCOP associated with tourism development, services such as ginseng, wild ginseng, plum, roasted pear ear, clean vegetables... Strive in the period 2025-2030, build 5 OCOP products; maintain forest cover rate at 64.2%; develop medicinal materials to reach 50 hectares of medicinal materials.

Comrade Giang A Cau, Secretary of the Mu Cang Chai Commune Party Committee, emphasized: the locality will focus on restructuring the agricultural sector towards improving quality, efficiency, added value, promoting rural economic development associated with building sustainable new rural areas. Encourage the development of organic agriculture, high-tech, smart, and circular agriculture. Continue to develop the livestock industry towards forming concentrated commodity livestock farming areas; strive for the total main livestock herd in 2030 to reach over 22,000 heads; the output of fresh meat of all kinds to reach 850 tons. Continue to develop aquaculture towards intensive and semi-intensive aquaculture of aquatic products with a total area of about 2.7 hectares.
