Lam Dong considers reclaiming 15,529 m2 of Trung Nguyen Legend project land

On May 29, Lam Dong Provincial People's Committee issued a document assigning the Department of Natural Resources and Environment to preside over the review of the proposal to reclaim and manage land at the Trung Nguyen Legend Coffee Exhibition and Display Area Project in Loc An Commune, Bao Lam District.

In early May, the People's Committee of Bao Lam district sent a document requesting the Provincial People's Committee to consider and issue a decision to reclaim land for the Trung Nguyen Legend - Loc An Coffee Exhibition and Display Area project to have a basis for developing a plan to manage and exploit the land area.

Accordingly, in the document, Lam Dong Provincial People's Committee assigned the Department of Natural Resources and Environment to coordinate with relevant agencies to consider the proposal of Bao Lam District People's Committee and report before June 9.

Previously, in September 2022, the Provincial People's Committee decided to terminate the investment project of the Trung Nguyen Legend - Loc An Coffee Product Exhibition and Display Area.

According to this agency, the termination of this project is in accordance with the conclusion of the Inspectorate of the Ministry of Planning and Investment because Trung Nguyen Company's project is behind schedule, violating the 2013 Land Law, the 2014 and 2020 Investment Laws.

In October 2017, Lam Dong Provincial People's Committee approved the project investment policy with an area of 15,529 m2 and a total estimated investment of 33 billion VND . Of which, Trung Nguyen Company invested 15 billion VND , the remaining 18 billion VND from other mobilized sources.

The purpose of Trung Nguyen is to build an exhibition and display space to trade coffee products and other goods, and to provide food and beverage services.

According to the investment schedule, Trung Nguyen must complete the project and put it into operation by the end of the third quarter of 2019. However, the group has only completed legal procedures including depositing to ensure project implementation and environmental protection plan. Currently, the project has not been invested in construction, and being 3 years behind schedule is a violation of the provisions of the 2013 Land Law.

In addition, the company proposed a project with a total investment capital of 33 billion VND , of which 15 billion VND is its own capital, but did not state the capital contribution method or capital contribution schedule; mobilized capital of 18 billion VND , without a capital mobilization plan and the expected schedule is not in accordance with the prescribed form.
