Clarifying the “dirty meat” case at CP: No tolerance for violations in the food supply chain

The Ministry of Agriculture and Environment has asked the Ministry of Public Security to investigate the case of the CP Company accused of selling diseased pork. The Ministry also affirmed that it cannot tolerate violations in slaughtering and quarantine. The incident once again sounded the alarm about the need to tighten food safety management along the chain.

Loopholes in slaughter control, unsafe food consumption

At the regular press conference in May held on June 3, the Ministry of Agriculture and Environment officially spoke out about the case of CP Company being reported for selling unsanitary pork, which has caused a stir in public opinion recently.

According to Ms. Nguyen Thu Thuy, Deputy Director of the Department of Animal Husbandry and Veterinary Medicine (Ministry of Agriculture and Environment), the incident reported by the people happened in 2022, at a slaughterhouse in Hau Giang . At that time, the facility reported that the pigs had skin symptoms, no signs of disease, and proposed to handle the meat by feeding it to fish.

Ms. Nguyen Thu Thuy, Deputy Director of the Department of Animal Husbandry and Veterinary Medicine (Ministry of Agriculture and Environment), informed about the CP pork being accused of being dirty meat that happened since 2022, at a slaughterhouse in Hau Giang.

However, from the images provided by the people, Ms. Thuy said that this was diseased pork, which should have been destroyed and marked with a triangle - a sign that the meat was not allowed to be circulated. However, this facility used a square mark - indicating that the meat was eligible for consumption. According to Ms. Thuy, this was a serious violation of quarantine procedures.

At the meeting, Deputy Minister of Agriculture and Environment Phung Duc Tien requested the Department of Animal Husbandry and Veterinary Medicine to clarify personal responsibilities in the wrong quarantine stamping. Deputy Minister Tien affirmed that the Ministry would resolutely handle the case to the end, and at the same time requested to draft a document to send to the Ministry of Public Security, requesting an investigation and clarification of the entire incident.

"We support businesses to operate legally, but we cannot cover up violations such as discharging waste, slaughtering sick pigs, and spreading disease," Deputy Minister Tien emphasized.

Tighten chain management, perfect laws to prevent recurrence

Regarding the above incident, Deputy Minister Phung Duc Tien said that one of the main causes of the violations was the inadequacy in the division of labor and coordination of management among ministries and sectors in the food supply chain. While the Ministry of Agriculture and Environment manages the livestock sector, the processing and circulation sectors are managed by many other units, leading to a lack of unity and difficulty in synchronous control.

Deputy Minister Phung Duc Tien said that one of the main causes of violations is the inadequacy in the division of labor and coordination of management between ministries and sectors in the food supply chain.

In addition, there are still many shortcomings in the management of slaughter activities. Although there have been many directives to promote the development of a centralized slaughter system, the implementation at the local level is still slow, even lax. Currently, the country has 464 centralized slaughter facilities, while there are more than 24,800 small, spontaneous facilities. Slaughter at unsanitary locations such as riverbanks, flea markets, residential areas, etc. is still common, posing great risks to public health.

To thoroughly handle the issue, the Ministry of Agriculture and Environment proposed to amend the Food Safety Law towards chain management “from farm to table”. This aims to clarify the responsibilities of each stage, each industry and each locality in controlling food safety. At the same time, it creates a solid legal basis for inspection, examination and handling of violations.

"Improving the management mechanism not only helps protect consumers but also promotes the sustainable and responsible development of the livestock and food processing industries, contributing to building trust with society and the market," Deputy Minister Phung Duc Tien affirmed.
