On November 9th, in Hanoi, leaders of the Ministry of Education and Training (MOET) held a working session with leaders of Dien Bien province. Minister of Education and Training Nguyen Kim Son and Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong chaired the meeting.

Also attending were Deputy Ministers of Education and Training: Hoang Minh Son, Nguyen Thi Kim Chi; Chairman of the People's Committee of Dien Bien province Le Thanh Do, Chairman of the People's Council of Dien Bien province Lo Van Phuong and National Assembly delegates from Dien Bien province.

Dien Bien identifies "investment in education as the most important"

Providing information on the main features of local education after two recent working sessions with leaders of the Ministry of Education and Training, Chairman of the People's Committee of Dien Bien province Le Thanh Do said that regarding the teaching staff, the arrangement and use of managers, teachers, and staff in the basic education sector ensures expertise and meets the requirements of the 2028 General Education Program.

With the recent issuance of circulars by the Ministry of Education and Training regulating professional title standards, problems regarding the transfer and promotion of teachers in the locality have been promptly resolved. However, Dien Bien still lacks many teachers in the subjects of Foreign Languages, Music, Fine Arts, Information Technology, etc. due to lack of recruitment sources.

Regarding general education, in recent times, Dien Bien province has always paid attention to improving the quality of education, including mass education and key education, with special attention paid to the system of boarding and semi-boarding schools for ethnic minorities. The locality is also preparing conditions to successfully organize the High School Graduation Exam for the 2024-2025 school year, the first exam under the 2018 General Education Program.

Regarding the draft Law on Teachers drafted by the Ministry of Education and Training, which was recently submitted to the National Assembly for comments by the Minister of Education and Training, authorized by the Prime Minister, on the morning of November 9, the Chairman of the People's Committee of Dien Bien province expressed his hope that the draft Law would soon be passed to have a legal basis for developing the teaching staff, especially in remote areas.

During the meeting, the Chairman of the People's Committee of Dien Bien Province requested the Ministry of Education and Training to pay attention to and evaluate the dossier, and to propose to the Prime Minister to consider approving the establishment of Dien Bien Phu University.

According to Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong, due to many different reasons, the socio-economic development indicators of Dien Bien are often low, but education is always a bright spot of this locality. However, while the rate of students passing the entrance exams to Dien Bien's universities is quite high, the rate of students enrolling in schools is relatively low (only about 23%) because they have to go to school too far.

With the viewpoint that "investment in education is the most important", the Secretary of Dien Bien Provincial Party Committee expressed his hope that the Ministry of Education and Training would pay attention and support so that this locality can soon have a university to serve the demand for high-quality human resources, with suitable majors, deep understanding of culture, customs, local characteristics and peace of mind in working long-term.

Calculating a suitable university education model for remote areas

Appreciating the preparation of Dien Bien province when building the project to establish Dien Bien Phu University, Deputy Minister of Education and Training Hoang Minh Son said that the difficulty in building a university does not lie in investing and equipping facilities but in the teaching staff.

“It is necessary to invest adequately in the teaching staff because this is the decisive factor for the future of a university,” Deputy Minister Hoang Minh Son affirmed. On that basis, Deputy Minister Hoang Minh Son suggested that the leaders of Dien Bien province consider and calculate the selection of a lean, high-quality teaching staff, while focusing on the quality of human resources trained by the school, and not focusing on the quantity of training.

Speaking at the meeting, Minister of Education and Training Nguyen Kim Son expressed his admiration for Dien Bien province, noting that despite many difficulties and challenges, it has always been a "bright spot" in education. According to the Minister, this demonstrates the determination, efforts, and great concern of the Dien Bien provincial leadership for the cause of education.

Regarding the establishment of Dien Bien Phu University, Minister of Education and Training Nguyen Kim Son suggested that Dien Bien province as well as functional units of the Ministry of Education and Training need to calculate a model of university education suitable to the conditions of remote areas; calculate the training structure that best suits local needs.

Affirming that the Ministry of Education and Training will join hands with Dien Bien province to have a university education facility to serve the need to improve the quality of human resources for the locality, Minister Nguyen Kim Son also paid special attention to the facility's sustainable operation in the future. "It is a mistake to give birth without nurturing," the Minister noted.

During the working session, the leaders of Dien Bien province presented flowers to congratulate the leaders of the Ministry of Education and Training on the occasion of Vietnamese Teachers' Day (November 20). On this occasion, Dien Bien province also presented the Ministry of Education and Training with 100 Bauhinia trees, which the leaders of both sides jointly planted in the grounds of the Ministry of Education and Training.
