Lao Cai has achieved many successes in implementing Resolution No. 33 and Resolution No. 09 on human cultural development.

On the morning of May 22, the Provincial Party Committee held a conference to review 10 years of implementing Resolution No. 33-NQ/TW dated June 9, 2014 of the Party Central Committee (11th tenure) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development and to review 3 years of implementing Resolution No. 09-NQ/TU dated August 27, 2021 of the Provincial Party Standing Committee on building and developing Lao Cai culture and people to meet the requirements of integration and sustainable development.

Attending the conference were comrades: Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Standing Committee of the Provincial Party Committee; Standing members of the Provincial People's Council and People's Committee; leaders of departments, branches, sectors, and mass organizations of the province; leaders of districts, towns, and cities.

After 10 years of implementing Resolution No. 33 of the Central Committee and 3 years of implementing Resolution No. 09 of the Provincial Party Committee, Lao Cai province has focused on and cared for building a comprehensively developed human being, bearing the typical features of the Fatherland's borderland: solidarity - patriotism - discipline - civilization - hospitality. The province focuses on building culture in politics , culture in economy with the result that thousands of new models and typical collectives and individuals have been registered and spread. The education and training sector promotes studying and following Ho Chi Minh's ideology, morality and style in association with the Campaign "Each teacher is a model of morality, self-study and creativity". Medical examination and treatment facilities from the province to the grassroots level are increasingly invested in fully and modernly.

The province's cultural heritage system includes 2 intangible cultural heritages recognized by UNESCO, 41 intangible cultural heritages recognized at the national level, 2 national treasures, 22 national scenic relics and 34 provincial scenic relics. All continue to be preserved and promoted, becoming the pride of local people and the whole country.

The movement “All people unite to build a cultural life” has a wide influence, has been strongly responded by all levels, sectors and people, and has achieved high efficiency. Cultural and sports activities and events at provincial, regional and national levels have been increasingly innovated and improved in quality to serve the people, contributing to promoting the image of Lao Cai people. Policies to attract and use talents, give incentives and honor intellectuals, artists and artisans have been well implemented. The province's investment resources for the cultural sector continue to receive attention; infrastructure and cultural institutions have been gradually invested and completed.

After listening to the opinions of the delegates, Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: The cause of building and developing Lao Cai culture and people in the new period is facing intertwined opportunities and challenges. The new context requires a greater mindset, vision, aspiration and determination of the Party Committee, government and people of all ethnic groups in the province.

Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council spoke at the conference.

He requested to continue synchronizing the goals and tasks of cultural development and human development with the goals and tasks of socio-economic development, firmly ensuring national defense and security. Make appropriate, focused, and key investments in cultural development, especially in tapping social resources. Improve the quality of training, fostering, planning, and using the staff directly doing cultural work commensurate with the requirements and tasks. Build and perfect the cooperation mechanism between the State, scientists, businesses, and the community in preserving and promoting traditional cultural values, on the basis of the principle of ensuring and respecting original values. Continue to host cultural, sports, and tourism activities (events) on a national and international scale to promote the value of listed heritages, contributing to promoting the image of the homeland, country, and people of Lao Cai.
