The four Deputy Heads of the Committee include Deputy Minister Nguyen Danh Huy (Permanent Deputy Head of the Committee), along with Deputy Ministers Nguyen Van Sinh, Bui Xuan Dung and Pham Minh Ha.
The Steering Committee members are leaders of departments and bureaus under the Ministry of Construction such as: Department of Personnel Organization, Department of Planning - Finance, Department of Science, Technology, Environment and Construction Materials, Department of Transport and Traffic Safety, Department of International Cooperation, Department of Legislation, Department of Planning - Architecture, Department of Economics - Construction Investment Management, Vietnam Railway Authority, Department of State Appraisal of Construction Quality, Department of Construction Infrastructure, Department of Urban Development and Railway Project Management Board. In addition, there is the Chairman of the Board of Members of Vietnam Railway Corporation.
According to the decision, the Head of the Steering Committee has the authority to change and supplement the Steering Committee's personnel during its operation.
The Steering Committee is responsible for comprehensively directing the research, implementation, and resolution of related issues to ensure the progress and quality of railway projects implemented by the Ministry of Construction. At the same time, directing the Railway Project Management Board and related units to organize implementation according to assigned functions and tasks; coordinating in advising, proposing technical solutions and organizing implementation; inspecting and urging implementation in accordance with investment policies and approval decisions.
The Ministry of Construction also established four working groups to assist the Steering Committee. Specifically, the Standing Group is located at the Department of Economics - Construction Investment Management, headed by Deputy Minister Nguyen Danh Huy. The Standing Group is responsible for advising on the organization of the Steering Committee's general activities, developing plans, preparing meeting content and synthesizing reports.
The Expert Group is located at the Vietnam Railway Authority, headed by Deputy Minister Pham Minh Ha, and includes specialized groups such as transportation, infrastructure, vehicles, information - signals, control and traction power. The group is responsible for providing technical, technological, standard and regulatory advice to the Steering Committee.
The Human Resource Development Team is located at the Department of Organization and Personnel, headed by Deputy Minister Nguyen Van Sinh. The team is responsible for researching and proposing solutions related to training and developing human resources to implement projects; coordinating training activities to serve the development of human resources for projects.
The Institutional Team is located at the Department of Legal Affairs, headed by Deputy Minister Bui Xuan Dung, in charge of researching and consulting on policies, laws and institutions related to the project implementation process.
