At the conference, representatives of the Ministry of Industry and Trade provided an overview of the process of drafting the decree under the direction of competent authorities.

Specifically, the ministry has implemented the review, developed a plan for decentralization and delegation of power, organized the collection of comments, received and explained comments and completed the draft decree.

Accordingly, the draft decree of the Government on decentralization and delegation of state management in the fields of industry and trade consists of 25 chapters and 63 articles, clearly defining the scope of regulation and principles of decentralization; regulating the decentralization and delegation of 23 state management fields with changes in authority such as oil and gas, chemicals, industrial promotion, trade promotion, markets, labor safety and hygiene, electrical safety, etc.

It is expected that the total number of tasks decentralized to local authorities in the industrial and commercial sectors will increase from 60 to 208 tasks, accounting for 52% of the total number of tasks requiring decentralization.

The conference spent most of the time for delegates to discuss and contribute many opinions related to the procedures for tasks decentralized to the provincial level; specifying decentralization and delegation of authority to the commune level; resources and implementation methods; issues of decentralization and delegation of authority in the fields of trade promotion, petroleum trading, production and trading of alcohol, tobacco, import and export; state management responsibilities of ministries, ministerial-level agencies, local authorities in the fields of industry and trade... Concluding the conference, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan requested the Legal Department and units under the Ministry of Industry and Trade to absorb the opinions contributed by localities at the conference, and at the same time speed up the drafting, supplementing, and reviewing carefully to complete the draft decree.

At the same time, it is emphasized that the People's Committees of provinces and cities need to continue to study and contribute written opinions to the content of the draft decree and send it to the Ministry of Industry and Trade before May 29 to synthesize and complete it for submission to the Government for promulgation in the coming time, thereby contributing to improving the effectiveness of decentralization and delegation of state management in the field of industry and trade of the Government, the Ministry of Industry and Trade and the People's Committees at the provincial level, meeting practical requirements.
