"Hand-holding" for digital transformation

80 years ago, the “Popular Education” movement launched by President Ho Chi Minh was a symbol of determination, will, and solidarity to help people overcome illiteracy and access knowledge. Today, in the digital age and towards a smart society, that spirit is being inherited and developed with the “Popular Digital Education” movement. The movement has the mission of popularizing digital knowledge and skills to all classes of people, so that no one is left behind in the national digital transformation process.

On May 14, 2025, the Prime Minister issued Decision No. 923/QD-TTg promulgating the Plan to implement the emulation movement "The whole country competes in innovation and digital transformation". Strive to achieve and exceed the goals in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; contribute to fundamental and comprehensive innovation in the management and operation of state management agencies, production and business activities of enterprises, and the way people live and work.

In Quang Tri, the Provincial Party Standing Committee issued Action Program No. 144-CTHĐ/TU to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo. This is a step to concretize the content of Resolution No. 57-NQ/TW in line with the practical situation of the province, creating a breakthrough change in awareness and practical action in promoting research, application, and transfer of scientific and technological advances; focusing on supporting innovative start-up activities; actively and proactively approaching and successfully applying the achievements of the Fourth Industrial Revolution to production, business and serving life, improving labor productivity, economic efficiency, contributing to promoting the province's socio-economic development rapidly and sustainably. In fact, in recent years, all levels, sectors and localities in the province have paid attention to leading, directing and prioritizing resources to promote the application and development of science and technology, basically meeting the requirements of the country's industrialization and modernization, contributing to the completion of the province's socio-economic development goals.

In particular, attention has been paid to the widespread implementation of the "digital learning" movement, popularizing and improving scientific, technological and digital knowledge; start-up, creative and innovative movements to improve work efficiency and labor productivity; launching the "Digital Education for All" movement throughout the province.

To contribute to “holding hands and showing how to do things” and joining hands in digital transformation, the Department of Science and Technology of Quang Tri has just organized an AI-ChatGPT training course for enterprises and cooperatives in Quang Tri province. Participating in the training course, enterprises and cooperatives are equipped with basic knowledge and skills in using AI in marketing, sales, customer care, and digital content creation; enhancing digital technology capacity for enterprises and cooperatives; creating a premise for forming a network of enterprises proactively applying AI in the successful and sustainable digital transformation process.

Recognizing the role of a vanguard force, capable of quickly accessing and mastering research, development, transfer of science and technology, innovation, start-ups and digital transformation, the Standing Committee of the Quang Tri Provincial Youth Union has promoted digital transformation activities from within the organization, spreading to union members, youth and society. Currently, the province has 115 commune-level community digital technology groups and 715 village-level community digital technology groups established and operating effectively with the participation of thousands of union members and youth.

The force of union members and youth living with the people is very convenient in guiding each person and each community with basic skills such as accessing and using the internet, email; instructions on installing and using shared platforms, digital utilities, using online public services, online payments; information security issues and protecting personal information in cyberspace... There have been 1,938 online public service records and procedures, instructions on electronic payments, and applications of digital government platforms supported for people and businesses in Youth Month 2025.

In response to Youth Month 2025, the Provincial Youth Union Standing Committee - Provincial Public Administration Service Center coordinated to deploy activities to mobilize young intellectual volunteers to support people and businesses in implementing online public services at the provincial level.

Support people to register for electronic identification accounts, log in to electronic identification accounts on the National Public Service Portal and Provincial Public Service Portal; guide people to submit online applications for granting, changing ID cards, changing driver's licenses, issuing criminal records, issuing copies of diplomas and certificates from original books, registering changes in land use rights, ownership of assets attached to land; administrative procedures for such as granting certificates of food safety eligibility, stores eligible to retail gasoline...; non-cash payment methods at the transaction counter of the Public Administration Service Center.

Along with the provincial-level volunteer youth team, district-level and grassroots youth organizations also organized a volunteer team to support people at one-stop shops in localities and units throughout the province, attracting the participation of 150 volunteers.

Activities to support young entrepreneurs in applying digital platforms in the production, business, market access, improving business management and startup capacity; building a "Channel to introduce and support the consumption of Quang Tri youth products online - Quangtrimart.vn" with nearly 300 booths of more than 600 startup products; organizing a livestream program to promote and connect the consumption of youth startup products and OCOP products on the tiktok platform, attracting nearly 2,500 views and nearly 1,000 orders; a forum connecting supply and demand with businesses inside and outside the province in the form of online-offline... thereby promoting the development of e-commerce in youth startup and career activities.

Promoting the pioneering role of youth in participating in activities to promote the development of the digital economy and digital society, the Youth Union at all levels has actively implemented the Project "Developing the application of population data, electronic identification and authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030".

Community Digital Technology Teams were established and maintained to carry out the following activities: supporting people to install electronic health books; installing VNeID application, exploiting the provincial online public service portal; electronic payment services; building QR code installation projects at 10 national relic sites in the province with Vietnamese and English versions of information related to historical relics, Quang Tri specialty handbook, and information to know when coming to Quang Tri.

It can be affirmed that, in the context of digital transformation becoming an inevitable trend, popularizing digital knowledge to the entire population plays an important role in narrowing the digital gap, improving national competitiveness and ensuring that no one is left behind.

The "Digital Literacy for All" movement was born with the goal of helping people, especially those with limited access to technology, to grasp and master digital technology, thereby participating more deeply in the digital economy and digital society. Therefore, it needs attention, direction, support, cooperation and companionship from the entire political system and society to bring about practical and sustainable results.
