Forming a science and technology ecosystem as a lever to help Quang Tri make a breakthrough in the digital age

In recent times, Quang Tri has actively implemented key tasks on the application of science and technology, innovation and digital transformation. These are extremely important initial results in the implementation of Resolution No. 57 of the Politburo, demonstrating high political determination, the synchronous participation of the political system and the strong support of the business community and people in the digital transformation and sustainable development process. Quang Tri Newspaper reporter interviewed TUV, Director of the Department of Science and Technology TRAN NGOC LAN about related contents.

- Dear comrade! Could you please tell us about the outstanding results in science and technology (S&T) in Quang Tri province, especially since the province implemented Resolution No. 57-NQ/TW of the Politburo on breakthroughs in S&T development, innovation and national digital transformation (DDT)?

- In recent times, the work of researching, applying and developing science and technology as well as promoting innovation and digital transformation has achieved many important results, contributing to the completion of the province's socio-economic development goals. The potential of science and technology has been enhanced, contributing to supporting the improvement of the quality of scientific research and technology transfer. Public science and technology organizations have been organized, rearranged and invested in facilities and equipment in a streamlined manner, contributing to improving operational efficiency.

Research, application of science, technology development and innovation have achieved many positive results; have mastered and successfully transferred many advanced and modern processes and technologies into production and commercialization of products. S&T tasks have closely followed the socio-economic development goals of the province, effectively serving the industrialization and modernization process.

Social science and humanities tasks have provided scientific arguments to serve the socio-economic development orientation of each sector and field, contributing to improving the competitiveness of the economy . Digital transformation activities have achieved many positive results. In particular, since Resolution No. 57 of the Politburo was issued and implemented, Quang Tri province has made clear breakthroughs in thinking and action, creating a solid foundation for the implementation of science and technology policies in the province.

Resolution 57-NQ/TW is a breakthrough, removing institutional bottlenecks, allowing the province to focus on investing heavily in science and technology, improving digital infrastructure and output quality. For the first time, the General Secretary is the Head of the Central Steering Committee and the Provincial Party Secretary is the Head of the Provincial Steering Committee, demonstrating very high political determination. The province identifies science and technology, innovation and digital transformation as key driving forces for breakthroughs, aiming for an 8% growth target in 2025 and achieving double digits in the 2026-2030 period.

To implement Resolution 57-NQ/TW, Quang Tri province has specified 10 key targets by 2030, notably: TFP ratio reaches 55%, digital economy accounts for 20% of GRDP, 100% of enterprises apply digital technology, 40% have innovation activities, 80% of people use online public services and cashless payments; form 2-3 key technology products and attract high-tech projects; 5G coverage throughout the province.

Immediately after the Politburo issued Resolution 57-NQ/TW, Quang Tri province promptly and proactively implemented it with many synchronous and drastic directives. The Provincial Party Committee Standing Committee issued Action Program No. 144 and established a Provincial Steering Committee on Science, Technology, Innovation and Digital Transformation Development. The Provincial People's Committee also issued key plans to implement the resolution, improve the Local Innovation Index (PII), organize the "Digital Literacy for All" movement, and promote propaganda work.

The province has directed the concretization of policies towards accepting risks and investing in ventures, in line with the breakthrough spirit of Resolution 57-NQ/TW and Resolution 193/2025/QH15 of the National Assembly, and at the same time assigned competent agencies to urgently develop and submit for promulgation policies suitable to local realities. From the beginning of 2025, Quang Tri province has clearly identified raising awareness and renewing thinking as prerequisites for developing science and technology, innovation and digital transformation. Resolutions and action plans of the central and provincial governments have been widely disseminated to the entire political system, cadres, party members, businesses and people. Many specialized pages and columns in newspapers and digital platforms have been enhanced.

The “Digital Literacy for All” movement was launched throughout the province, spreading strongly to the grassroots, with special attention to remote areas. The province also organized AI and ChatGPT training for cadres, youth union members, businesses and cooperatives in the province. Organized the 7th day of digital transformation to bring the digital transformation movement to localities.

Maintain and improve the quality of operations of 115 commune-level community digital technology teams and 715 village-level community digital technology teams with a total of 4,327 members. At the same time, develop a project to assess the level of completion of digital transformation tasks in state agencies. The provincial Steering Committee has officially operated, held its first meeting and completed the regulations to synchronously implement Resolution 57.

Quang Tri identifies infrastructure and resources as key factors to promote science and technology, innovation and digital transformation. The province has issued an Action Plan to implement Resolution 02 of the Government, focusing on improving the investment environment, enhancing competitiveness, and striving to bring the PCI index into the top 30 nationwide by 2025.

Several major projects are being promoted, typically the production chain of semiconductor materials from white silica sand in the Southeast Quang Tri Economic Zone. Regarding digital infrastructure, 100% of communes have fiber optic connections, a dedicated data transmission network covering all state agencies, 92.7% of households use smartphones, more than 103% of the population has Internet access and 81% have electronic payment accounts. This is a solid foundation for comprehensive digital transformation.

In recent times, Quang Tri has actively implemented key tasks on the application of science and technology, innovation and digital transformation. In the field of public administration, the province has provided 100% of qualified administrative procedures at the level of full-process online public services; connected the national database on population; all periodic reports are made via the Government Reporting Information System; and gradually managed the state in the digital environment.

Regarding enterprises, the province is developing policies to support research, technological innovation and digital transformation, especially for small and medium enterprises. Currently, the province has 7 science and technology enterprises and is supporting 2 new enterprises to be established. Quang Tri also has 829 digital technology enterprises, 100% of which use electronic invoices and are effectively exploiting the e-commerce platform quangtritrade.gov.vn, helping enterprises connect to the market and trace the origin of products.

These are extremely important initial results in implementing Resolution No. 57 of the Politburo, demonstrating high political determination, the synchronous participation of the political system and the strong support of the business community and people in the cause of digital transformation and sustainable development.

- For Quang Tri province, once it has been clearly identified that science and technology is a lever to support socio-economic development, in your opinion, what basic tasks and solutions does Quang Tri province need to synchronously implement to achieve the goal of economic growth in general and promote science and technology, digital transformation in particular to develop according to the set goals and requirements?

- Science and technology, innovation and digital transformation are profound and comprehensive revolutions in all fields. With the spirit of drastic, synchronous, persistent and long-term implementation, Quang Tri province identifies people and enterprises as the center and driving force of development; Scientists as the key factor; The State plays a creative and leading role. Quang Tri province needs to synchronously deploy 6 groups of key tasks and solutions.

1. Human resource development. Develop a human resource development project until 2030, with a vision to 2035. Develop expert data, establish a connection channel between businesses and training institutions to promote links in scientific research, technology development, innovation and digital transformation of businesses. The province will also build a specialized force in science and technology, innovation

innovation and digital transformation, integrated into the community digital transformation team at the commune level.

2. Digital transformation. Focus on investing in modern digital infrastructure. Raise awareness and arouse the spirit of readiness for change among officials, businesses and people. The province will support businesses in applying technologies such as AI, IoT, Big Data. Develop digital government associated with Smart Operations Center, improve management efficiency. At the same time, apply digital technology in culture, tourism and environmental protection.

3. Innovation. The province focuses on forming and developing an innovation ecosystem and a startup ecosystem in each field. Promote management training, technology consulting, and connecting businesses to share infrastructure and data.

Connecting the ecosystem of the North Central region and the Central Coast, taking advantage of the advantages of agriculture and marine economy. Encouraging businesses to innovate products, business models, and invest in technology. In particular, promoting the application of 4.0 technology, developing high-value digital services such as tourism and logistics, and enhancing the comprehensive competitiveness of the locality.

4. Reasonable structure of science and technology tasks. The province focuses on researching and applying high technology, new energy technology, clean and environmentally friendly, aiming to increase the added value of key products, with potential and comparative advantages. Scientific tasks are all designed to be linked to the needs of enterprises, with clear application addresses. At the same time, sectors and localities proactively develop science and technology, innovation and digital transformation strategies according to the province's orientation, in accordance with local characteristics and realities.

5. Developing biotechnology. Focus on applying biotechnology to agricultural and forestry production, preserving valuable varieties and improving soil. The province aims that by 2030, 100% of the population will have access to and apply biotechnology, aiming for green, clean and sustainable agriculture.

6. Promote science and technology and innovation activities in enterprises. Through policies to support enterprises in investing in technology, applying science and digital transformation, the province hopes to build a strong innovation ecosystem, creating breakthroughs in digital economic development and enhancing local competitiveness.

With a comprehensive, flexible approach and strategic vision, I believe that Quang Tri province will gradually form a strong, sustainable, highly adaptable science and technology, innovation and digital transformation ecosystem, becoming a key driving force for Quang Tri province to make a breakthrough in the digital age.
