Plan to ensure safety for people and vehicles during storm No. 11

The Ministry of Construction has just issued an Official Dispatch on proactively responding to storm No. 11, in order to implement Official Dispatch No. 11/CD-BCĐ-BNNMT dated October 1, 2025 of the National Civil Defense Steering Committee on proactively responding to storm No. 11 (MATMO), and at the same time to proactively respond to rain and storms to ensure safety for people and vehicles participating in traffic.

The dispatch requested the Vietnam Road Administration to direct the Road Management Areas to coordinate with the Departments of Construction and local functional forces to review and complete scenarios, response plans, traffic diversion, assign guards, install buoys, barriers, and signals at flooded locations, overflow tunnels, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (overflow tunnels, bridges, ferries, etc.) on national highways in areas affected by storms and floods, and resolutely not allow people and vehicles to enter these locations to ensure traffic safety for people and vehicles.

The Vietnam Road Administration directed road management units to prepare adequate spare materials, arrange machinery, equipment and human resources in key locations that are frequently subject to landslides to proactively overcome and ensure traffic in the fastest time, especially on key national highways in the affected areas.

Vietnam Railway Authority and Vietnam Railway Corporation direct units to strictly implement the patrol and guard regime at key works, locations, and key areas such as: weak bridges and roads, vulnerable to flooding; steep mountain passes, areas prone to flash floods, falling rocks, landslides, railway areas downstream of dikes, irrigation dams, reservoirs, etc. to be ready and proactive in responding promptly when incidents occur, ensuring absolute safety for people and vehicles.

Vietnam Railway Authority and Vietnam Railway Corporation have directed units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time. At the same time, there are plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.

The Vietnam Maritime Administration directs the Maritime and Waterways Port Authorities to keep a close eye on the number of ships, boats, and water transport vehicles anchored in the anchorage areas, river mouths, seaports, waters around islands, and waterways in the affected areas and guide ships and boats to safe anchorage areas; organize counting, closely manage sailing and maintain regular contact with ships and boats operating in the areas affected by the storm. Coordinate with the local Civil Defense Command to take appropriate response measures, resolutely request ships and boats to move to safe shelters or proactively move out of the danger zone.

The Vietnam Maritime Administration and Waterways directs the Vietnam Maritime Search and Rescue Coordination Center to arrange vehicles in key areas where storm No. 11 is forecast to directly affect, to be ready to coordinate with relevant units and forces to quickly deploy response and search and rescue work when bad situations occur. At the same time, urge units managing and maintaining inland waterways to promptly retrieve buoys and signals before floods arrive or when receiving flood discharge notices from local Civil Defense Commands.

The Civil Aviation Authority of Vietnam has directed airlines and aviation service companies to closely monitor weather developments in the storm-affected areas to adjust or change flight schedules accordingly to ensure absolute safety of flight operations. At the same time, it has directed units to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

According to the dispatch, the Department of Economics - Construction Investment Management is responsible for directing Project Management Boards, investors, construction contractors, and related consulting units to immediately deploy response work to storm No. 11, prepare conditions to promptly overcome construction incidents; coordinate to ensure smooth traffic on routes that are both under construction and in operation.

Vietnam Maritime Electronic Information Company Limited directed the coastal information station system to increase the broadcasting time to announce and warn about the movement direction of storm No. 11; guide and call on ships to move not to enter or exit the danger zone or to safe shelters.

On the side of the Department of Construction of the provinces in the area affected by storm No. 11, proactively coordinate with the regional road management units and local functional forces in overcoming incidents caused by storms, rains and floods, conducting traffic diversion, ensuring smooth traffic; in which, focusing on checking and immediately reviewing areas at risk of landslides and land subsidence on the assigned management routes, being ready to respond promptly when incidents occur to ensure safety for people and vehicles, having plans to arrange vehicles and equipment to promptly support people passing through flooded areas.

Localities direct relevant units to inspect and review locations at risk of flooding and traffic congestion to have quick drainage plans to limit traffic congestion. Arrange human resources, vehicles, equipment and machinery to be on standby to ensure early drainage and prevent flooding at urban flood points. Pay attention to ensuring safety for people and vehicles in flood and drainage work.

At the same time, direct the tree management units in urban areas to inspect and have plans to cut and trim trees that are at risk of breaking or falling, causing traffic safety and safety of urban construction works. Prepare human resources, machinery and equipment to be ready to clean up and handle broken or fallen trees to ensure smooth traffic in the fastest time.

The Ministry of Construction requires the above agencies and units to organize 24/7 duty and regularly report to the Civil Defense Command of the Ministry of Construction according to regulations.
