On the morning of October 13, at the workshop "Digital transformation of banking, finance and opportunities for farmers", representatives of some farmers shared about the reality of using information technology and digital banking.

According to farmer Pham Van Quyen - Chairman of the Board of Directors and Director of Nam Viet Cooperative, the whole country is currently entering a digital transformation phase, including digital transformation in finance and banking, which brings great benefits.

This person said that Nam Viet Cooperative has been applying many digital banking services, the most important of which is electronic payment. However, there are still many cases of people losing money in their bank accounts, especially people in rural areas who sometimes accidentally click on fake links, causing scammers to withdraw all their money, leading to anxiety and insecurity when using digital banking services.

“So do the authorities have any solutions to solve this problem so that we can feel secure using the service? When there is a situation of losing money, who can we ask for compensation? I think that only when these questions are answered will farmers like us truly be ready to use digital banking and financial services,” Mr. Quyen wondered.

In addition, Mr. Quyen also raised the question: “There are phone numbers that call, for example, to notify you of a traffic ticket, they know your full name, exact hometown... so is personal data being bought and sold? Does the Ministry of Public Security know about this issue? How does the bank protect our information if we use the bank's services, especially on digital channels?”

Faced with the above problem, Mr. Quyen requested the Ministry of Public Security and banks to clarify and communicate to the agricultural sector, farmers, and rural areas so that people can understand.

According to Mr. Nguyen Van Nam - Director of Chu Nam The Noodle Production and Consumption Cooperative, in addition to the great benefits of digital banking conversion, transactions are sometimes suspended due to network congestion. Regarding information security, scammers have many ways to fraudulently obtain citizen identification numbers to defraud and steal money.

Faced with the above situation, Mr. Nam also requested that the authorities deal with virtual SIM cards and junk SIM cards; increase security and resolve the buying and selling of personal information so that farmers can feel secure.

Be careful with links containing malicious code

Responding to this issue, Mr. Pham Anh Tuan, Director of the Payment Department of the State Bank of Vietnam, said that regarding the issue of information security, fraud has been quite a serious problem in recent years. Subjects always look for loopholes to commit illegal acts, including stealing personal information.

Mr. Tuan recommends that farmers and consumers must be aware of the confidentiality of personal information and absolutely not provide information related to banking and finance.

“We have recently issued a document requesting all intermediary credit institutions to absolutely not use links when sending information via text messages or emails to consumers. Because currently, fake links in text messages have deceived consumers. Some banks in the region have also issued similar instructions,” said Mr. Tuan.

Regarding the above situation, Lieutenant Colonel Trieu Manh Tung - Deputy Director of Department A05 (Ministry of Public Security) said, about the situation and risk of property appropriation through bank account applications: Firstly, cybercrime, online fraud is not only a problem in Vietnam but also common globally, even advanced countries such as the US, Australia... also have online fraud. The reason there are online fraud crimes is because the number of people using online services is very large, invisibly putting life activities, resources, and assets on the internet environment.

Meanwhile, the protection measures of the State and individuals are not commensurate, which naturally leads to the risks and challenges related to crime. Currently, fraud has become a profession, it can be said that the number of people who consider fraud as a profession to operate is very large. Therefore, the number of fraud cases occurring is very large, even with collusion between domestic and foreign countries.

The Ministry of Public Security is coordinating with the State Bank to deploy many measures to prevent fraud, and the number of frauds has decreased significantly. In the near future, banks using facial recognition applications will limit the use of other people's accounts to make transactions. Farmers and people in remote areas are vulnerable people who can be targeted by fraudsters to appropriate their assets.

Lieutenant Colonel Tung affirmed: “The attack of taking control of the phone to hack and transfer money from the phone is not common. Usually, people lose their accounts because of unsafe behavior, such as people sending links, we click on links with malicious code, then the subjects take advantage of stealing customer information”.

Second, the subjects take advantage of customers' personal information exposed on social networks to defraud and lead them through forms of receiving commissions from e-commerce activities. The subjects even sophisticatedly impersonate the police and the Procuracy to participate in cases to ask people to transfer money.

“I affirm that no police agency or prosecutor's office would ask people to transfer money via phone. The subjects are so sophisticated that there are teams sitting around researching and writing scripts to scam people. Therefore, there needs to be plans to propagate and share with the people," Lieutenant Colonel Trieu Manh Tung emphasized .
