On May 26, the Ho Chi Minh City People's Committee officially approved the Project "Comprehensive health care for Ho Chi Minh City residents in the period 2025 - 2030", with many unprecedented specific policies to increase birth rate among women of childbearing age and improve population quality.

Population growth , an urgent goal of Ho Chi Minh City

Ho Chi Minh City is facing an extremely low birth rate, causing major consequences for population development, labor structure and social security in the future.

According to the project, one of the key goals of Ho Chi Minh City is to increase the fertility rate from 1.39 children/woman (2024) to 1.4 in 2025 and 1.6 in 2030.

To achieve this birth rate increase goal, Ho Chi Minh City has issued a series of specific and practical support and encouragement policies - outstanding policies that help "reduce the burden" of giving birth.

Specifically, Ho Chi Minh City supports 3 million VND for women who give birth to a second child before the age of 35.

Support costs for pregnant women when participating in prenatal screening and newborn screening programs and support full co-payment costs (after deducting costs covered by health insurance) for routine prenatal check-ups and childbirth.

Support a more favorable child-rearing environment, such as planning and building nurseries and childcare centers in industrial parks, export processing zones, and urban areas. Support boarding schools at preschool and primary levels. Pilot a model of a breast milk collection and storage room at the workplace. Use breast milk banks to support newborns. Strengthen reproductive health services and reproductive support.

In addition, Ho Chi Minh City supports infertility treatment for couples from poor, near-poor or disadvantaged households. Pilots counseling, reproductive health care and family planning via social networks and digital technology . Expands prenatal and neonatal screening, screening, and intervention.

According to the project, Ho Chi Minh City also requires integrating the birth rate target into the socio-economic development planning of each locality and each sector. Authorities at all levels will base on the birth rate to issue specific directives, strengthen supervision and mobilize the participation of the entire political system and community.

In addition, the city will promote and mobilize changes in social behavior in accepting and supporting the "having two children" model, promoting the exemplary role of officials and party members in building happy and sustainable families.

Comprehensive care for people

The project is not only aimed at promoting fertility but also includes many other health issues.

Accordingly, take care of the health of the elderly and workers. Support children from 2 months to 6 years old to develop comprehensively in terms of physical, intellectual and mental health. Promote reproductive health education for adolescents, prevent infertility early. Expand the program of pre-marital health check-ups, vaccination against infectious diseases for couples before and during pregnancy.

With a long-term vision, Ho Chi Minh City is pioneering in building a policy ecosystem for reproduction - child-rearing - universal health care.

The project is a strong and decisive step to resolve the risk of population decline in the future and maintain the country's leading role in development.

3,291 women who give birth to 2 children receive 3 million VND/person from the birth rate increase policy.

Mr. Pham Chanh Trung, Head of the Population Department (Ho Chi Minh City Department of Health), said that Resolution 40 dated December 11, 2024 of the Ho Chi Minh City People's Council will take effect from December 21, 2024. After reviewing and making a list of women who give birth to 2 children before the age of 35 who are eligible to receive 3 million VND/person according to Resolution 40 in the first phase from December 21, 2024 (the effective date of the policy) to April 15, 2025, there are 3,291 people. Ho Chi Minh City is in the process of consulting with all parties on the payment process and will provide support as soon as possible according to financial regulations.

Women who give birth to two children before the age of 35 after the specified period of this first census are still guaranteed to receive full support policies in the following period.
