
From the outset, the local authorities identified public awareness campaigns as a key solution. Regular thematic talks were held in each village; police officers directly visited households to distribute leaflets, explaining the signs of drug use, the harmful effects of drugs, and how to report related activities. This content was not only organized according to plan but also integrated into village meetings and community activities, making it easier for people to access and remember. Ms. Ly Thi Hoang, Party Secretary and Head of Ban Cau village, shared: "We cooperate with the commune police force to disseminate information through various means, even while going to the market or working in the fields. Whenever possible, we take the opportunity to talk to the villagers about the harmful effects of drugs, so that everyone can be vigilant and remind their children to stay away from these dangerous things.”
Along with propaganda, Luc Hon commune focuses on building and maintaining many models such as drug-free villages and schools. The commune's police force adheres to the motto "going to every alley, knocking on every door, checking every person," advising the Party Committee and the People's Committee of the commune to develop specific plans and assign officers to be in charge of each area. The signing of commitments to not be involved in drugs has been widely implemented to 100% of officials, Party members, households, and businesses with the necessary conditions. This is one of the important foundations for increasing self-awareness and responsibility within the community.

Mr. Ngo Van Mau, Vice Chairman of the People's Committee of Luc Hon Commune, said: "The Commune Party Committee has included the goal of building Luc Hon into a 'Drug-Free Commune' for the period 2025-2030 in the action program to implement the Resolution of the Commune Party Congress for the 2025-2030 term. The commune has established a Steering Committee and directed all agencies, units, businesses, villages, and hamlets to participate. The commune's viewpoint is that every citizen must be a soldier, and every family must be a fortress in the fight against drugs."
Based on the identified objectives, the commune police strengthened local management, regularly reviewing high-risk areas, especially those bordering and near the border. Household registration and population management were tightened; all suspicious cases were monitored and investigated in accordance with regulations.
The commune established four working groups to review all 29 villages and hamlets, and conducted screening tests on more than 80 high-risk individuals, mainly employees working at karaoke establishments and migrant workers from other provinces residing and working in the area. The results showed no drug addicts, no instances of illegal drug use, possession, or organization of drug use were detected; and no drug-related hotspots were identified in the area.

Major Nguyen Xuan Hoa, Deputy Head of the Luc Hon Commune Police, said: “To date, Luc Hon has basically met the criteria for building a drug-free commune. We continue to implement programs and plans, and continue to do a good job of propaganda so that each citizen understands and commits to not organizing, using, or violating laws related to drugs. At the same time, I strengthen the review and detection of cases of illegal drug use; and do a good job of administrative management, keeping track of households and individuals, to prevent violations from occurring.”
The achievements demonstrate the decisive and effective involvement of the political system, while affirming the important role of the community in actively participating in building a safe living environment. Building on this foundation, Luc Hon commune aims to maintain and improve the quality of the "Drug-Free Commune" model in the future. With the consensus of the people and the determination of the local government, Luc Hon is building the image of a peaceful and healthy border commune, contributing to maintaining security and order in the border region of the province.
