The Ministry of Construction has just signed a decision approving adjustments to the Project to upgrade the Duong River waterway transport route (Duong railway bridge).
Re-establish the overall construction schedule
Accordingly, the completion time of the Project is adjusted to 2026. Other contents related to this project remain the same according to Decision No. 1009/QD-BGTVT dated July 26, 2022 of the Minister of Transport (now the Ministry of Construction).
The Railway Project Management Board is assigned to exercise the rights, obligations and responsibilities of the investor in implementing the Project, complying with legal regulations; strictly managing the quality, progress and total investment, ensuring that it does not exceed the approved total investment, avoiding loss and waste; taking full responsibility before the law and the Minister of Construction for the management and implementation of the Project.
This unit is responsible for closely coordinating with departments, branches, Hanoi City government and related units to urgently complete site clearance, relocate technical infrastructure, hand over clean site to contractors for construction; promptly report to Hanoi City People's Committee any difficulties and problems for consideration and resolution according to authority.
The Railway Project Management Board must develop a comprehensive and detailed construction plan and schedule, consistent with the local site clearance schedule and the capital plan approved by competent authorities, ensuring the committed schedule, early completion of the Project, putting it into operation, and promoting investment efficiency.
At the same time, based on the actual situation and the terms of the signed contract, the Board needs to handle related contents according to regulations; complete necessary procedures for implementation, ensuring the objectives, investment efficiency and implementation time of the Project according to approved regulations.
It should be added that, although the capital scale is not large, the Project plays an important role in gradually increasing the capacity of waterway transport on waterway corridor No. 1, ensuring traffic safety for waterway vehicles; ensuring smooth railway traffic, minimizing impacts on operation and exploitation.
By separating the road bridge from the railway bridge, the project also improves traffic conditions connecting across the Duong River on the main traffic route in the North of Hanoi, ensuring traffic safety and avoiding congestion; contributing to the completion of the traffic network in the area, distributing traffic flow reasonably between the North and South of the Duong River.
Deep flood site clearance progress
According to Decision No. 1009, the Duong River Waterway Upgrade Project aims to build a new railway and road bridge to increase the clearance of national waterway corridor No. 1 across the Duong River.
The project is built in Viet Hung ward (formerly Long Bien district) and Phu Dong commune (formerly Gia Lam district), Hanoi city.
In particular, the railway bridge has a total length of about 1,000 m, built upstream, the center of the bridge is about 16.5 m from the center of the old Duong bridge, coinciding with the planned investment location of Hanoi urban railway line No. 1. The bridge is designed for single-gauge railways of 1,000 mm and 1,435 mm, with a design speed of 80 km/h.
The road bridge has its starting point at the old Duong bridge intersection on Ngo Gia Tu street (Long Bien district), its ending point at the intersection between Ha Huy Tap street and Phan Dang Luu street (Gia Lam district), about 700 m long, the center of the bridge is about 100 m downstream from the old Duong bridge center.
The bridge is permanently built with reinforced concrete and prestressed reinforced concrete, combined with a cable-stayed system, divided into 1 unit according to the plan; the width of the approach bridge is 16 m, the width of the main bridge is 18.5 m (including the anchorage).
The project belongs to group B, with a total investment of VND 1,848,616 billion, using state budget capital in the medium-term public investment plan for the 2021-2025 period, with an estimated capital of about VND 1,787 billion, the remainder transferred to the next phase.
According to Decision 1009, the Project includes 2 construction packages including Package XL-CD-01: Railway Bridge and Package XL-CD-02: Road Bridge.
After starting construction in July 2023, both packages are currently implementing construction of items within the dike and river areas (parts that do not require site clearance).
For the remaining items (bridgehead road, access road...) within the scope of compensation, support and resettlement, the People's Committee of Viet Hung ward and the People's Committee of Phu Dong commune are the investors of the site clearance sub-project. Up to now, the site has not been handed over and is behind the overall progress of the Project.
According to the plan, the People's Committee of Long Bien district and the People's Committee of Gia Lam district will complete site clearance and hand over for construction in the fourth quarter of 2024 (including enforcement work, if any).
However, during the implementation process, some contents were delayed (such as sub-project approval being delayed by 6 months, the new Land Law taking effect from August 1, 2024, etc.), leading to site clearance progress not meeting requirements.
To ensure the overall progress of the Project, during the implementation process, the Ministry of Transport (now the Ministry of Construction) sent many documents to the Hanoi People's Committee requesting to remove obstacles and direct the acceleration of progress.
The Railway Project Management Board has also proactively worked with the People's Committees of wards and communes to promote site clearance. However, this work still does not meet the project implementation progress.
On March 11, 2025, Vice Chairman of Hanoi People's Committee Duong Duc Tuan chaired a meeting and issued Notice No. 115/TB-VP.
In this announcement, the Hanoi People's Committee assigned the Long Bien District People's Committee and the Gia Lam District People's Committee (formerly) to review the cleared land plots to auction land use rights, arrange resettlement for households subject to land recovery, and strive to approve the resettlement plan before May 30, 2025, without waiting for the investment in building resettlement areas according to the 2026-2028 plan approved by the Hanoi People's Council.
However, up to now, the site clearance work for the construction of the Duong River Waterway Upgrade Project has not been completed as directed by the Hanoi People's Committee.
According to the adjusted plan, the People's Committees of Long Bien district and Gia Lam district will complete site clearance in the fourth quarter of 2025.
“Thus, the site clearance progress does not meet the requirements for project implementation (completed in 2025) and the completion deadline must be adjusted to 2026,” said the leader of the Railway Project Management Board.
