Reason for asking for opinions on eliminating high school transcript consideration and controlling admission wishes

Regarding the survey to eliminate the admission method based on academic records and control admission wishes, in response to reporters, Professor Nguyen Tien Thao, Head of the Department of Higher Education, Ministry of Education and Training, said that this is to ensure democracy for schools and is based on the practical situation as well as the admission results of the schools.

Answering the question, is the above survey move because this year schools are recruiting students based on academic records higher than high school exam results? Mr. Thao said that this is not the reason.

Admission based on academic records has been implemented for a while and now is the time to look back and evaluate it fairly, effectively, and to ensure that the admission work is substantial and of high quality.

"Therefore, for some major admission methods, we need to re-evaluate. If the quality is still good, we will continue to maintain and develop them. If not, we will have to abandon them because one of the goals of Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development is to modernize education and increase quality, ensuring high-quality human resources, of which admission is one of all those stages," informed the Director of the Department of Higher Education.

Associate Professor Dr. Nguyen Thanh Chuong, Chairman of the Council of the University of Transport, also said that with the method of considering transcripts, schools should consider between training majors and recruitment majors, for example, Architecture must be combined with drawing.

“Entry requirements vary by school and major. Some majors can still be considered based on academic records, and it is not necessary to remove them.

The transcript is the result of a process, so trust the results of high schools. However, for some specific majors that require high entrance requirements, I think it is possible to reduce or eliminate the consideration of transcripts.

It is important not to recruit solely based on academic records, but to keep the academic record consideration rate low or control it in some specific fields," said Mr. Chuong.

According to Associate Professor Dr. Nguyen Thanh Chuong, each method has different advantages and disadvantages. In a field, there can be many methods, so it is not necessary to completely eliminate them, but should have a reasonable proportion of admission based on academic records depending on the nature and input of the fields so that it is appropriate.

Consider academic records, usually scores of 3-5 semesters from grades 10 to 12, popular since 2016.

This year, about 852,000 students registered for admission, the rate of using academic records is 42.4%. The rest is considered by graduation exam scores (39.1%) and 15 other methods.

However, by 2025, many universities will completely abandon the high school transcript admission method or only apply it in a combined admission method.

Specifically, this year's admission season, more than 120 universities announced their expected admission methods, of which many large universities have "said no" to considering high school transcripts.

A representative of a university that "says no" to transcript scores commented that high school learning outcomes depend on the assessment of each locality, each school, and even each individual teacher, so there is difficulty in achieving consistency.

Candidates with high GPA in this region and school may not have better academic ability than candidates with lower GPA in other regions and schools.

Recently, voters in Thanh Hoa province also petitioned the Ministry of Education and Training to abolish university admission based on academic records because there are currently many negative aspects arising from "beautifying" academic records and "buying grades" in schools.
