Along with building roads, in recent years, Mai Son district has mobilized many resources and encouraged people to contribute to building cultural houses in villages and sub-regions, meeting the needs of organizing cultural, sports and community activities in the area.
These days, at the Lo village cultural house project, Chieng Mung commune, the construction unit is focusing on completing the project for inauguration and putting it into use. The project has an area of 150 m², the total construction cost is over 500 million VND, of which the State supports 200 million VND, the rest is contributed by the people.
Mr. Tong Van Da, Head of Lo village, said: To join hands to complete the cultural criteria, the village held a meeting, agreed on the level of contribution, and made public the construction costs. With a spacious cultural house, the villagers are all excited, because from now on there will be a place to hold village meetings, practice arts, physical education, and sports; all policies and guidelines are promptly propagated and disseminated to the people.
The Lo village cultural house is one of 18 cultural houses in Chieng Mung commune that has been invested in construction. In recent years, the commune has promoted the propaganda of the significance of building and upgrading cultural houses, mobilizing people to understand that they are the beneficiaries of practical benefits from joining hands and contributing to building cultural houses. Thanks to that, the whole commune has had over 90% of the cultural houses in the villages and sub-areas meeting the standards, contributing to perfecting the criteria of cultural facilities, bringing the commune to the new rural finish line by the end of 2022.
Muong Bang is also a commune that effectively implements criterion No. 6 on cultural facilities in new rural construction. Mr. Tong Van Viet, Vice Chairman of the Commune People's Committee, shared: From 2021 to now, with the support of the State, the commune has mobilized people to contribute to building 3 new village cultural houses, with a total value of nearly 1.8 billion VND, of which people contributed over 1.2 billion VND. With the motto "People do, State supports", after being propagated, discussed publicly, democratically and clearly understood the policy of building cultural houses to serve new rural construction, creating conditions for development, improving cultural and spiritual life, people all agreed to support. In addition to voluntarily donating land and contributing money, households also contributed working days, renovating the campus, and purchasing equipment inside the cultural house. Currently, 7/13 villages of the commune have cultural houses. It is expected that in 2023, 1-2 more cultural houses will be upgraded and built; by 2025, 100% of villages will have standard cultural houses.
In recent years, Mai Son district has prioritized the allocation of investment capital for construction, upgrading and has a mechanism to support villages in building cultural houses. In the period from 2010 to 2022, the whole district has invested in building 194 cultural houses in villages and sub-areas, with a total cost of nearly 104 billion VND, of which the people contributed nearly 30 billion VND. During the implementation process, all villages have established community supervision boards and strictly followed the principles of democracy, publicity and transparency. Many villages have also done a good job of socialization, creating a source of funding to purchase equipment and renovate the cultural house grounds to be spacious and clean.
Most of the village and sub-district cultural houses have promoted their functions well, ensuring the necessary conditions for organizing community activities and cultural, artistic, physical education and sports activities for the people. Up to now, the whole district has 279 villages and sub-districts with cultural houses, reaching 95.2%; of which, over 60% of the village and sub-district cultural houses meet the prescribed standards. Thanks to that, the propaganda and implementation of political tasks in the locality are favorable, and the spiritual life of the people is improving day by day.
Enhancing the role and position of grassroots cultural institutions in general and cultural houses in particular, Mai Son district continues to mobilize resources from organizations, businesses, and people to contribute to investing in building new facilities and purchasing equipment for cultural houses in communes, villages, and sub-regions; contributing to better meeting the enjoyment needs of the people and promoting the process of building new rural areas in the locality.
