Mr. Dao Van Nguyen, Chairman of Bac Yen District People's Committee, said: The district encourages hydropower investors to support people in the project area to develop the economy , build infrastructure, protect forests, stabilize their lives and improve their quality of life. Along with that, annually review and identify vulnerable locations, landslide and flash flood risks in the project area to include in the annual disaster prevention plan; strengthen propaganda, popularize laws and raise public awareness in the management, exploitation and safety protection of works.

In the work of dam and reservoir protection and operation, hydropower plants have developed and submitted to competent authorities for approval full plans for dam and reservoir protection and emergency response plans according to regulations. During the investment and operation process, the plants ensure absolute safety of works, lives and property of people; strictly comply with relevant legal regulations. Hydropower plants in the area strictly comply with the regulations of the Ministry of Industry and Trade, the Ministry of Agriculture and Environment , fully implement environmental monitoring reports, maintain minimum flow after the dam and have plans for natural disaster prevention and control updated annually.
Hydropower reservoirs also create favorable conditions for developing cage fish farming and ecotourism models. Many households in communes such as Ta Xua, Hang Dong, and Phieng Ban have taken advantage of the water surface of hydropower reservoirs to invest in raising sturgeon and catfish, contributing to improving their lives. Mr. Vu Cong Minh, Director of Suoi Lum 1 Hydropower Plant, Pac Nga Commune, said: Along with production, the plant also provides domestic water and irrigation for people in the area. Since its operation, the plant has always closely coordinated with local authorities, ensuring a stable water source, while maintaining a minimum flow after the dam to serve the needs of the people.
At the Nam Chim factory cluster, including Nam Chim 1, 1A and 1B, overcoming difficulties caused by harsh weather, the factory always complies with operating regulations. Mr. Quang Van Hong, Deputy Director of the factory cluster, said: In the dry season, there is a shortage of water, and in the rainy season, landslides are likely. Therefore, we assign workers to be on duty 24/7, ready to handle any situation. The water accumulation and discharge are carried out harmoniously, ensuring no impact on the environment and livelihoods of people in the downstream area.
In fact, thanks to the proactive operation of dams, hydropower plants have coordinated well with local authorities to notify water discharge schedules, minimizing damage to people. Monitoring and dialogue with businesses are maintained periodically, ensuring that people's interests are put first. The three-party coordination model: Businesses, authorities and people is effectively implemented, contributing to good management of water resources, ensuring harmonious interests between economic development and stabilizing people's lives.
In Hang Dong commune, Bac Yen district, there are 3 hydropower plants. Thanks to the commitment to provide priority water for daily life and production, the cultivated area of the people in the villages has reached 100% of the plan. Mr. Sung A Mang, Chairman of Hang Dong Commune People's Committee, informed: We regularly coordinate with hydropower plants to develop plans and plans for water discharge to ensure the planting schedule for the people. The hydropower plants have fulfilled their commitments, creating favorable conditions for the people's production.
Currently, Bac Yen district has 5 locations approved by competent authorities for additional hydropower planning, with a total capacity of about 40.5 MW. Of which, Suoi Lum 1A hydropower plant, Suoi Lum 1 expansion hydropower plant; Xim Vang, Xim Vang 3, Suoi Be hydropower plants have been approved by the Ministry of Industry and Trade. Currently, there are 3 locations with potential for additional small hydropower planning in Lang Sang, Hang Dong Thuong, Suoi Be, which have completed the survey work, prepared a report to supplement the planning according to the opinions of participating departments, branches, the district People's Committee and the community.
To proactively respond to this year's flood season, Bac Yen district is actively reviewing, inspecting, and closely monitoring the operations of hydroelectric dams to prevent unexpected water discharges that could affect downstream areas. At the same time, it is promoting and encouraging factories to increase the application of technology and improve operating procedures to flexibly adapt to climate change.
